BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture.
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into three different groups: Production and Productivity which includes Inputs and Crop Protection, Livestock, Research and Extension, Mechanization and Rural Finance; Agribusiness and Markets including Market Infrastructure & Services, Commercial Farming, Agro-processing & Market Development, and Cooperatives Development; and Environmentally Sustainable and Inclusive Agricultural Growth including Natural Resource Management, Sustainable Land Management, Gender Equality and Nutrition, Climate Change and Disaster Risk Management, and Planning and MLE. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:
The monitoring, learning and evaluation expert will report to the Director of PMU, and contribute to the team's activities across the following main areas of focus:
Advising ATA team and partners in planning, monitoring and evaluation of transformation agenda deliverables and ATA managed programs/ projects,
Supporting the integration of M&E in program and project design
Supporting accountability for program performance through on the spot checks and deliverable tracking
Independent performance management of ATA activities through monitoring and evaluation of programs & projects, and coordination support with partners on impact evaluation in the sector
Capacity building of ATA staff on monitoring and reporting of results
Coordinating and managing documentation and distribution of learnings for ATA team programs/projects and support knowledge management at ATA.
ATA seeks to hire a competent M&E expert who has the passion for agricultural transformation and improving the lives of small holder farmers, with practical knowledge and skill on monitoring and evaluation. The incumbent is also expected to have entrepreneurial ability to identify opportunities and catalyze change.
ESSENTIAL DUTIES:
Support PMU team in the design and implementation of ATA’s performance management system and impact evaluation activities within the context of ATA
Support PMU team on co-ordination of planning process with ATA staff and relevant stakeholders
Develop performance management plan for TA, programs, projects and prepare guidance materials and templates
Communicate frequently with ATA Program teams to assist them in tracking against transformation agenda deliverables and ATA managed program/ projects through collection of performance based high-quality data
Coordinate/support/contribute on capacity-building activities with ATA staff on monitoring and reporting of results
Engage with stakeholders across the agricultural sector to identify data and information management needs for tracking of transformation agenda deliverables
Draft ATA performance reports in accordance with agreed targets and KPIs, including analysis of outcomes and impacts of ATA activities on target beneficiaries
Facilitate evidence-based review and learning sessions with staff at ATA and partners
Critically assess capacity gaps that may hinder effective performance management within ATA and develop solutions as required
Serve as the technical focal person for the MLE team, providing high-caliber technical input to ATA work in the area of performance management
