Position 2 : Field Emergency Response Manager

Purpose of the Job
The Emergency Response Manager leads and manages the emergency team and is the interface between the team, Head of Programmes and the Country Director. The post holder aggressively strategizes and positions Plan Ethiopia to respond to emergencies and disasters in areas of operation and new areas when necessary. The post holder oversees and supervises program development, planning, implementation, monitoring, resource mobilization, networking, coordinating, documenting, dissemination; advocating and also responsible for the quality and effectiveness of Plan’s emergency response within his/her designated area of responsibility.
The key role of the Emergency Response Manager is to ensure the development and implementation of six emergency response plans as follows:
Dimensions of Role:
Assessment, program design and planning
In association with the Country Director, Head of Programmes and Programme Manager ensure emergency assessments are executed and an integrated emergency response, implementation and clear exit strategies are developed.
Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
In collaboration with the business development team, assist and advise the Country Director with securing donor funding for emergency projects.
In collaboration with the business development team, oversee project design and proposal preparations for institutional and public funding
Emergency project management and implementation
Maintain closer ongoing surveillance of the developing humanitarian emergency situation, including the refugee crisis, and adjust interventions and activities according to gaps and needs.
Ensure adequate monitoring, reporting and acquittal of emergency response activities in accordance with Plan’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures
Ensure that the different sectoral and sub-sectoral activities are implemented in a coordinated and integrated manner with relevant stakeholders and counterparts.
Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, Code of Conduct and the SPHERE standards.
Key End Results and typical Responsibilities:
General management and leadership
Ensure all team members are fully briefed on all aspects of security in collaboration with the security coordinator, social and cultural norms and local conditions and behaviour while implementing the emergency response.
Lead the Plan emergency response team and be responsible for the quality and effectiveness of Plan’s emergency response and be accountable for developing, planning, implementation, coordinating and managing emergency activities.
Establish and maintain constructive working relationships, with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders including the UNHCR and UNICEF.
Take active role in representing plan in cluster coordination and humanitarian forums.
Recommend changes to team composition and functioning with Country Office and partners to maximise emergency programme both in term of quality and effectiveness.
Create the conditions to ensure effective teamwork and morale through team building exercises and practices.
Conduct performance appraisals of emergency response team staff as required and ensure regular feedback and mentoring of individual performances.
Ensure the Country Director and the Country Management Team are kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, budget and other significant developments.
Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against children and other persons on the grounds of race, colour, sex or creed.
Design and operationalize all emergency response programs as per International Humanitarian Principles.
Represent and build the profile of Plan Ethiopia on emergency work and maintain adequate accountability and transparency in our work,
Human resources
Ensure that human resources implications for Plan International for both existing and anticipated emergency response are fully assessed, identified, described and communicated as appropriate.
Monitor ongoing human resources needs, issues, and make recommendations and adjustment accordingly.
Participate in seeking volunteers, local consultants, identification of needs for specialized skills e.g. education in emergencies, protection in emergencies, etc formal recruitment of staff(s) and/or mobilizing and surging in closer coordination with P&C Manager, RESA, national offices and IH, at times of necessity for responding to large scale humanitarian response and disasters within Ethiopia.
Prepare a roaster of people in the organization who are interested and can work during the time of emergency.
Public relations/media
Support the Country Director and Communications and Marketing Manager to ensure positive coverage and the timely provision of situation reports and fundraising material to NOs, RESA and IH.
Ensure all information, publicity and fundraising material recognises and respects the dignity of disaster victims of children and their families.
Program support
Ensure that logistic and admin support will be established at field level and all supports are provided while responding the emergency programs.
Ensure compliance with all host country legal, contractual, labour and statutory requirements.
Ensure with the Logistics Officer the establishment and maintenance of a functional procurement and supply chain management system.
Ensure with the Logistics Officer the timely and appropriate establishment of all logistics infrastructure (warehousing/ transport/distribution) and associated operating/management /monitoring systems.
Ensure with the Head of HR& OD that the systems used for HR are adapted to the emergency context to ensure a rapid response while maintaining an acceptable level of accountability in regards to the recruitment and deployment.
Assist the CO review the current structure and responsibilities of the emergency response team particularly with a view to ensuring balanced staff responsibilities in order to avoid overload and/or burn out.
Review logistics and HR policies to ensure that they are appropriate for an emergency response to the context of Ethiopia.
Financial management and planning
Ensure with the Head of Finance and grant accountant the establishment and maintenance of PLAN International financial management and accounting systems for all assessment, response activities and assets.
Communications and Working Relationships:
Telecommunications
Ensure that secure and reliable communications/information management facilities are established and maintained.
Ensure, in collaboration with the Head of Admin and Logistics, emergency response team members are familiar with usage, procedures and relevant communications protocols and look after the staff safety.

Reporting lines
The Emergency Response Manager reports to the Head of Programmes.
All key emergency response team personnel in Gambella report to the ERM.
