Job Summary
The Associate Director of Central Technical Department will assist Director of the Department in leading the units within the Department to effectively plan and implement program activities and meet organizational objectives. The Associate Director will assist in ensuring the planning and execution of program activities by the central technical units in collaboration with other departments. He will work closely with all relevant teams to facilitate communication and teamwork and assist in coordinating and harmonizing technical units’ activities and in monitoring program implementation.
Duties and Responsibilities
Under the supervision of the Director of Central Technical Department, he will:
· Assist in overseeing the ICAP Ethiopia central technical units;
· Assist in directing the central technical units in work plan development for technical capacity building and transitioning of ICAP’s responsibilities to 7 RHBs and site-level support in the Emerging Regions;
· Assist in coordinating activities of the central technical units with activities of other departments and units to ensure unified and integrated support to ICAP in Ethiopia Regional Offices;
· Ensure planned program activities are implemented as scheduled, and challenges and solutions for improvement developed;
· Assist in assessing programmatic requirements and capacity building needs of central and region technical teams and the institutional capacity needs of the RHBs as well as sites in the Emerging Regions;
· Assist in promoting communication and teamwork among central technical teams and with other units;
· Make regular visits to RHB teams to provide support in program implementation, monitoring, evaluation and problem solving;
· Actively participate in operations research and ensure that the experiences of program implementation in the field are well documented;
· Actively participate in documentation of experiences, lessons learned, case studies and development of other technical documents;
· Assist in timely compilation and submission of reports from the Department; and
· Perform any other duties as assigned by the immediate supervisors
Preferred Qualifications/Experience:
• MD and 8 years of experience in HIV/AIDS programs design, implementation and monitoring and additional qualification in MPH is advantageous.
• Excellent interpersonal and leadership skills
• Experience working with an International Non-Government Organization.
• Proficiency in written and spoken English
• Experience in preparing program documents and proposals
• Experience with Microsoft Word, Access and Excel and one or more of the following statistical analysis packages (Epi-info or SPSS)
