JOB SUMMARY:
· Ensure internalization and adherence to Save the Children’s Vision, Mission, Core Values and Principles.
· Represent Save the Children- Emergency services in Bale zone.
· Coordinate and facilitation Emergency services;
· Provide overall coordination and management for all emergency services in Bale zone Sewena and Legahidha woredas
· Supervise and lead all personnel working in the Emergency services.
· Liaison and network with all local stakeholders to enhance relationship and program ownership and implementation.
· Ensures effective and steward utilization of available resources for intended purposes.
· Facilitates capacity building for community, staffs and other stakeholders.
· Provide overall supervision and management of resources utilization;
KEY AREAS OF ACCOUNTABILITY:
· Ensure internalization and adherence to Save the Children’s Vision, Mission, Core Values and Principles.
- Facilitate internalization of all the basic values and principles for all staff through different setups.
- Ensure that all newly recruited staff receives appropriate and sufficient orientation on the basic values, and principles of the organization.
- Encourage all the staff to reflect and communicate the basic values and principles of the organization in all their areas of responsibilities
- Ensure that performance evaluation of staff takes into consideration the adherence to the basic values and principles of the organization
· Represent Save the Children in Bale zone emergency sites
- Ensure that Save the Children is represented in emergency response woredas
- Build smooth functional relationship with woredas and stakeholders working in the area.
- Facilitate resource mobilization, to make activities as complementary as possible;
· Provide overall coordination and management for all programs implemented in the Area.
- Lead in Planning and setting up new OTP and SC sites and PHC services activities.
- Provide the technical support for implementation of Emergency Nutrition Response in Lega hida and Sewena woredas in linkage with Health, Agriculture, WASH, education and livelihood in line with the NNS.
- Provide strategic direction and technical advice on monitoring and evaluation of emergency nutrition programmes/ activities.
- Oversees the implementation of integrated health, nutrition and WASH project per woreda and ensuring that the quality standards and state of the art are met.
- Ensures effective start up, management, implementation, monitoring, reporting and evaluation of integrated health and nutrition projects per woreda.
- Facilitate participatory monitoring and evaluation of the program implementation.
- Conducts regular field visits to provide supportive supervision to the projects.
- Facilitate negotiation of smooth handover of completed programs to relevant bodies.
- Facilitate smooth phase out both by program and from the area as deemed necessary.
· Liaison and network with all local stakeholders to enhance relationship and program ownership and implementation.
- Ensure smooth networking and relationship building with local stakeholders including local government, community and NGOs working in the area.
- Participating in nutrition, and/or multi-sectoral assessments as required.
- Through the nutrition technical working groups at zone and Woreda level, support and strengthen coordination among Government partners, cluster members and other NGOs.
- Identify areas for knowledge sharing and documentation and make these available for wide dissemination.
- Facilitate efforts to enhance participation of stakeholders in the implementation and monitoring and evaluation of planned program activities.
· Ensures effective and steward utilization of available resources for intended purposes.
- Closely work with the finance and program team to ensure that program budgets are efficiently used complying with donor requirements, and that reports are submitted in a timely manner.
- Facilitate internalization of resources by type of expenses as planned and encourage transparency with the relevant stakeholders on the same.
- Ensure that resources are wisely and prudently utilized for the planned purposes in an impacting and sustainable manner.
- Be watchful to follow up and monitor utilization of all types of resources including cash, commodity, vehicles, computers and others available to the area.
- Make sure that all available resources are received appropriate maintenance and proper handling.
- Ensure that all properties of the organization are properly documented and kept updated every year for auditing and inventory taking.
- Ensure that any mishandling of resources be reported to all relevant bodies and appropriate measures taken on time.
· Facilitates capacity building and human capital development in the area.
- Facilitate trainings for health professionals in Community based Management Acute Malnutrition, IRT and IYCF.
- Identify the capacity gaps and support development of technical skills of staff and partners in the targeted Woredas to increase their competence in Nutrition sensitive programming.
- Ensure that there is succession plan and intentional coaching and orientation for capable staff.
- Facilitate formation and development of teamwork and mutual learning through discussion working together.
- Ensure that positive thinking and appreciative mindset is promoted in staff relationship and performance evaluation.
- Encourage the process of learning from mistakes and even failures in the process of program implementation.
· Provide overall supervision and management of resources utilization
- Ensure appropriate supervision of the utilization of the resources and hold periodic grant management meeting and communicate agreed action points to the FOM.
- Conducts regular field visits and review meetings with government officials to monitor the implementation of integrated nutrition programs.
- Ensure appropriate and to the standard formats and documentations are put in place and adhered to per provided organizational requirement.
- Facilitate with all relevant bodies that resources flow down and reach the targeted people (especially in relief distributions)
· Provide regular communication and coordination with field and area office
- Prepare input for timely reporting on actions related to interpectoral linkages for Donors
- Ensure timely and regular relationship and information sharing is in place with FOM.
- Facilitate situation reports and communication to the FOM and the POM on urgent and relevant issues such as security updates, emergency situation assessment reports, programmatic issues discussed with the relevant stakeholders, etc.
- Participate in all relevant meetings and discussions in the Woreds as deemed necessary.
- Prepare and submit program reports, ensuring completeness, accuracy and timeliness per woreda.
- Documents lessons learned in specific technical areas per woreda.
Ø Child Safeguarding
· BA in public health, Nutrition and related fields.
· Minimum 4 years field experience in humanitarian work, including significant experience in managing integrated projects.
· Good leadership, coordination and management experience.
· Knowledge of latest Nutrition related technical guidelines and standards in emergency nutrition.
· Experience in CMAM and IYCF.
· Experience in quality assurance in a clinical setting desirable.
· Demonstrated ability for leadership and independent decision making
· Strong interpersonal skills & excellent team player.
· Willingness and ability to work in hardship environment.
· Cultural and gender sensitivity
Fluency in written and spoken English and Oromiffa (Mandatory)
