JOB Summary
To facilitate proposal development and awards management coordination with UNHCR for the Ethiopia Country Office through identification of opportunities for funding, donor research and relations, coordinating proposal development and supporting project design, and ensuring proposals are compliant with internal and donor standards. This role will ensure that all UNHCR awards are managed to a high quality, compliant as per donor and SCI regulations, ensuring all internal monitoring, management and documentation of the award (program delivery, financial, Award Management System, hard copy file maintenance etc.) is in place and timely production of program and financial award reports, including participation in accounts reconciliation. This position is therefore a critical support, working closely with the Program Managers/Budget Holders of UNHCR awards.

Lead the coordination of conceptualizing and designing cost effective, innovative and high quality programs to serve children in Ethiopia in development and emergency contexts.
Conduct research and intelligence gathering on donors and draft summaries.
Manage a portfolio of donor responsibilities and maintain knowledge of current donor priorities and funding methodologies
Assist in seeking and tracking donor intelligence on prospective new opportunities or partnerships; particularly for long-term funding opportunities.
Coordinate closely with the Director of Program Development to cultivate relationships with external stakeholders and potential partners for strategic funding opportunities.
Represent SC in meetings, working groups, clusters, task forces, as needed.
Coordinate proposal development
Contribute to or participate in field assessments as needed.
Draft and/or solicit proposal concepts by identifying and clarifying opportunities and needs; studying calls for proposals, and sharing information with relevant sector teams.
With the Head of Program Development and the Program Development unit team, facilitate the development of concept notes, proposals or bids for UNHCR and other donors on an as-needed basis.
Coordinate proposal development, developing work plans and tracking each step of the process to ensure that the proposal team is meeting key deadlines.
Check that all concept notes and proposals follow internal procedures and are compliant with internal and donor standards. Process all documents through the SC Award Management System and ensure approvals are in place prior to submission.
Work closely with the field operations team to ensure quality proposals with realistic implementation plans and compliance w SoPs for all program development.
Communicate with relevant SC member contacts to review and approve concept notes and proposals.
Assist the Director of Program Development in regularly communicating and training on program design processes and requirements.
Ensure the design and development of child-focused development programs of a high quality that contribute to the Country Office’s strategies and plans.
Track and ensure the incorporation of all feedback and edits throughout the proposal revision stage in order to ensure that a high-quality finished product is submitted to the donor and member.
