JOB Summary
The Community Outreach Specialist for the READ CO project is principally responsible for creating READ-CO Community Outreach Model across all target regions as outlined in the program’s description document. Thus, s/he will be responsible for directly supporting the target regions’ READ-CO Program Managers/Coordinators, Materials Reading Specialists, Zonal Coordinators, Community Outreach Officers/COOs/ and MEAL Officers to ensure the WEOs, Schools Clusters Supervisors, communities, PTSAs/KETBs, youth volunteers, and schools directors have understood the READ-CO community outreach model in implementing in their localities. S/he will provide day-to-day oversight of the READ-CO project implementation for quality assurance and technical assistance for SNNPR and Implementing Partners/IPs/, Regional State Education Bureaus/RSEBs/, community outreach officers, Woredas Education Offices, target community and school levels activities. S/he will work in coordination with the Community outreach Officers in the respective regions for the successful implementation of the project. The COS will also responsible for the coordination and logistics of all trainings in the READ-CO Project at National, Regional, Zonal and Woreda levels in collaboration with the technical team in Addis, SNNPR and IPs.
Besides, s/he will be responsible for reading materials distribution and usage at project’s target regions as well as functioning of reading corners, reading and writing clubs, book banks, reading camps as per the guidelines, manuals and training provided. S/he will be responsible to lead and coordinate the capacity building training for Regional Core trainers, WEOs, Schools Clusters Supervisors/SCSs-For Level 1 Training/, schools directors, MT teachers, PTSAs/KETBs and youth volunteers/for Level-2 Training/. S/he will also ensure orientation and training to parents and other community members on the project and parents’ and communities’ engagement and support are provided with community outreach officers. S/he will lead and coordinate the COOs, WEOs and SCSs to provide on spot coaching and mentoring support for MT teachers, schools directors, PTSAs/KETBs and youth volunteers as part of building their capacities. S/he will provide regular updates of the project activities of all regions and prepare and submit quality monthly, quarterly and annual reports/updates to DCOP as per the reporting format. The COS will directly report to the DCOP
KEY AREAS OF ACCOUNTABILITY:
Project- Planning, implementation and monitoring and evaluation
Coordinate and work with the DCOP in developing and reviewing the annual, quarterly and monthly work plans for the community outreach project activities and all technical trainings for the year.
Coordinate and lead the regional level execution of the READ CO annual implementation plan in community outreach activities and technical trainings in cooperation with READ-CO Regional Managers, Zonal Coordinators, Woreda Education Offices and IPs in the five project’s areas.
Work with community outreach officers in five regions to ensure the schools’ PTSAs are trained/oriented to mobilize community resources and leverage available schools’ funds including from SIP for reading materials purchase.
In collaboration with COOs, WEOs and SCSs in the five regions, ensure project’s activities, both school and community based, are effectively implemented, regularly monitored and evaluated as per the approved annual work plan.
Effectively participate and coordinate Woreda level baseline assessment, midline study and end line evaluation in collaboration with the Regional and Addis based M&E staff.
Ensure community outreach and all technical budgeted trainings resources are used effectively and for the intended purpose. Closely follow-up the project’s budget utilization.
Prepare and submit quality annual, quarterly and monthly reports aligned with allocated budget and programming targets.
Supplementary Reading Materials distribution and usage at schools and community levels
In collaboration with COOs and Regional managers in SNNPR and READ-CO IPs, ensure all the SRMs are distributed on time and used effectively at schools and communities levels as per the guidelines for the desired purpose.
In coordination with COOs and Regional managers in SNNPR and READF-CO IPs, ensure school and community based reading centers established and functioned regularly and properly.
In collaboration with Senior MEAL Specialist and the regional MEAL Officers in SNNPR and IPs, establish and maintain regular follow-up, mentoring and supports to schools and community reading activities.
Capacity Building
In collaboration with the DCOP, prepare all the technical trainings/level 1, Level 2, parents and community orientation and training/ for the year with budget and get approval for their implementation. Ensure all consultation and participations have been done with MoE, RSEBs and IPs during the planning.
Based on the approved training plan, lead and coordinate the regional training, Level 1, Level 2, parents and community trainings effectively in collaboration with the MoE, IPs, and RSEBs as per the training guides/manuals.
Provide all the supports to the respective RSEBs, IPs and SNNPR READ-CO team to conduct READ-CO project’s orientations to Woredas Education offices.
Essential:
MA in education or related field, and minimum of 5 years’ working experience in literacy boost and reading projects.
Experience working on community outreach projects, community mobilization for education, donor-funded education or other social sector projects in a grass-root level, specifically in schools and community levels activities.
Experience in coordinating and leading training for education projects at Regional, Woreda and SCSs levels.
Solid and practical experiences in coordinating and facilitating trainings for teachers, schools directors, PTSAs/KETBs and youth volunteers.
Experience supporting community resource mobilization projects and/or projects targeting community and school level stakeholders
Fluent in speaking, reading, and writing English and Amharic, as well as fluency in one of the READ-CO target languages: Afaan Oromo, Amharic, Tigrinya, Af-Somali, Sidaama Afoo, Wolayettatto or Hadiyyissa.
Desirable
MA degree in education or related field
Experience working at school and community levels with INGOs
Solid experiences in mobilizing target communities for social change.
Practical experiences in providing, organizing and managing various trainings at Regional, Woreda, School Cluster and schools levels is required.
