In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at around $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.
Consultancy for Baseline Survey (Girls Empowerment Project – East Shoa)
Background
CRS/Ethiopia has been engaged in various development and humanitarian services for over fifty years now with policies and strategies ranging from emergency and relief to development. This has been a long history of achievement, challenges and lessons learned in impacting on lives of so many Ethiopians who have lived in different conditions and levels of poverty.
With the aim of empowering rural girls aged 12-19 to more fully reach their potential in the East Shoa Zone, CRS/Ethiopia through its partner, Ethiopian Catholic Church–Social and Development Coordinating Office of Meki (ECC-SDCOM) committed a fund to implement a three years girls’ empowerment project. The project will be implemented in 20 kebeles in the Dugda, Bora, Zeway Dugda and Adami Tulo Jido Kombulcha (ATJK) woredas of the East Shoa zone of Oromia Region.
The project intended to design a detailed Monitoring, Evaluation, Accountability and Learning (MEAL) plan which this baseline forms a part of. The baseline is an important element in the MEAL plan, enabling us to understand the situation at the beginning of the project and aiming to identify tools and approaches to measure project indicators. This baseline will also be important to set benchmarks for performance indicators and lay the ground for evaluation.
OBJECTIVE: the objective of the baseline survey will be generating quantitative and qualitative data on key performance indicators.

Required Qualification
The team leader for this study is expected to have the following qualifications.
Minimum of five years of experience in coordinating and administering baseline/end line studies preferably for international non-profit organizations or multilateral agencies
Demonstrated experience in quantitative and qualitative data analysis
Demonstrated experience in facilitation and supervising enumerators
Prior experience on researches related to gender and youth
MA degree in Sociology or Development studies or Social Sciences with emphasis on Gender and Youth is desirable
Knowledge and experience on gender issues are highly preferred
Fluency in English and preferably Oromiffa
Ability to produce high quality work under tight timeframes
Ability to work jointly with project team and integrate feedback as required
Experience on data collection using electronic devices adds value
