About the Position:
Purpose of the Job
Due to the emerging humanitarian response following the new CSP, Plan is in vast emergency and recovery response. Hence, the Emergency Finance officer is responsible for effective financial management among others: support the coordinator in planning, recording transactions in company’s financial system, meeting compliance issues and financial reporting of all emergency related funds.
Dimensions of Role:
The post holder is responsible for all record keeping, reporting and compliance issues of Emergency funds. He/ She is directly accountable for cashiers at field.
Typical Responsibilities - Key end Results of the Position:
Prepare cheque after checking all financial documents are reviewed & approved.
Prepare: - payment voucher, cash receipt, withholding tax voucher for suppliers, purchase order, journal vouchers, and submit the hard copy to be reviewed & approved.
Prepare monthly budget vs Expenditure reports per source and update Emergency coordinator for timely utilization.
Prepare all Grant reports specific to the Emergency funds and send to the country office Emergency Finance Coordinator for compilation.
Prepare Monthly payrolls for all Emergency staff on timely basis.
Keep filling systems in which documents could be readily available, easily traced and ensure that all documents fulfill the appropriate source document.
Conduct surprise cash counts handled by field office cashiers and report to the Program Area Finance Coordinator on regular basis.
Keep separate records of all fixed asset purchase with Emergency Grant funds.
Responsible for the timely settlement of cash advance to Emergency field offices and report to the Program Area Finance coordinator if there is any delay;
Perform timely payment of Tax and Pension fund specific to Field emergency offices.
Engage in partnership document review and liquidation specific to Emergency response Partners.
Replace the task of Programe Area Finance officer and Grant and Partnership officer in their absence/when necessary.
Performs any other duty assigned by his/her immediate supervisor.

Education/ Qualifications | · A minimum of BA degree in Accounting/Business management

Experience | · Five years of practical experience in similar organization. |
Dealing with Problems: | · The post holder will engage in various Emergency related transactions processing coming from programme coordinators and this needs strong knowledge of case management and how to prioritize the same.
|
Communications and Working Relationships:
| • High level of communication with Emergency Program Coordinator, Emergency Grant Finance coordinator at Country office and all emergency team on the field. |
Knowledge:

· Basic knowledge of Emergency and Finances role in Emergency. · High level of communication both written and oral. · Excellent Knowledge of Computer applications like Excel, Word, Access and Power point.

Salary and Benefits:
Plan offers a competitive salary and benefits package to its employees. The post in on a fixed term contract bases ,salary will be in the range of 11,124.00 to 12,360.00 ETB subject to negotiation plus a very attractive benefits including Monthly Transportation Allowance, Monthly Pension & PF Contribution of 15% of basic salary, Annual Medical Allowance, 24 hours GPA Insurance and others.
