TERMS OF REFERENCE TO CONDUCT EDUCATION PROJECT EVALUATION FOR VSO ETHIOPIA
Voluntary Service Overseas (VSO) is an international development organization that works through international professional volunteers to combat poverty. Education is one of its six global programmatic goals. VSO Ethiopia has been working in Ethiopia for the past 18 years, and has a partnership agreement with the Ministry of Education. The programme covers seven regions and two city administrations (Amhara, Benshangul Gumuz, Afar, Harari, Oromia, SNNPR, Tigray and Addis Ababa and Dire Dawa). However, emerging regions are the prioritized regions of VSO-E which is in line with the government policy and strategy.
VSO E is currently implementing a project titled Capacity Building towards Realizing Quality of Education for Disadvantaged Children in Ethiopia in Afar, Beneshangul Gumuz regions and Federal Ministry of Education” in partnership with UNICEF. The project aims to improve the quality of primary education services through strengthening the capacity of the regions in the areas of planning, management and EMIS. By working with the program and planning department of the regions, the project promote effective annual planning system and project management implementation of UNICEF as well as GEQIP project and at MOE level facilitates the development of ECCE teacher training curriculum materials and promotes inter- sectorial coordination to strengthen the early childhood care and education program for the period July 2014-June 2016.
In line with the Project Agreement with UNICEF, VSO Ethiopia is looking for a local professional consultant (individual or group) to undertake project terminal evaluation analysis in project locations. The key partners of the project are Afar REB, Beneshangul Gumuz REB and Federal Ministry of Education.
The purpose of the analysis is to identify key outputs, achievements/outcomes and track impacts at beneficiaries’ level, record best practices and success stories particularly attributed to the contribution of VSO volunteers in building the capacity of the education sector.
