ROLE PURPOSE:
The FSL Program Manager will be expected to lead on sectoral assessment, project planning, coordination, and support fundraising, recruitment and procurement, usually at district level and will be responsible for directly supervising the FSL team (FSL Coordinator, Officers and community mobilizers). The post holder will be expected to also mentor and/or build the capacity of programme staff.
ROLE PURPOSE:
Responsible for FSL activity implementation in Site district
Responsible for compilation of project information and sharing regular reports and updates to the Field Manager;
Ensure appropriate beneficiary selection procedure and criteria are followed by FSL team (Officers and community mobilizers) and the project committees;
Ensure any feedback from beneficiaries or target communities shared by Project Officers are responded to appropriately or raised with the Field Manager or Field Operations Manager if needed;
Support FSL team (Officers and community mobilizers) in targeting activities and ensure that overlap of beneficiaries with other actors avoided;
Oversee regular market monitoring in key target locations; analyze and share information to the Field Manager for timely decision-making;
Coordinate with finance staff and security focal points in the field offices on CTP and ensure that cash distributions are conducted timely and in line with SC security policies and procedures;
Ensure FSL team (Officers and community mobilizers) understand post-distribution monitoring and market price monitoring tools and processes and check the quality of information collected regularly. Compile data and share with relevant staff in a timely manner
KEY AREAS OF ACCOUNTABILITY:
Responsible for FSL activity implementation in Siti Zone district;
Responsible for compilation of project information and sharing regular reports and updates to Field Manager;
Ensure appropriate beneficiary selection procedure and criteria are followed by Community Mobilizers, Project Officers and project committees;
Ensure any feedback from beneficiaries or target communities shared by Community Mobilizers, MEAL assistants, etc are responded to appropriately or raised with the Field Manager, or Field Operations Manager if needed;
Support Project Officers in ensuring coordination at community level and to prevent overlap of beneficiaries with other actors;
Oversee regular price monitoring in key target locations, compile and report information to Field Manager for timely decision-making;
Coordinate with other departments on CTPs to ensure logistics and Finance team know exact distribution timetable and beneficiary numbers so that cash distributions are done timely;
Coordinate with finance staff and security focal points in field offices for safe delivery of programs in line with security policies and procedures;
Ensure FSL Project Officers understand post-distribution monitoring and market price monitoring tools and processes and check the quality of information collected. Compile data and share with relevant staff in a timely manner;
Works closely with government partners to ensure their ownership and participation in the implementation and monitoring activities;
Prepare reports;
Essential
Minimum of Bachelor Degree in relevant fields;
Organisation, management and negotiation skills;
Good communication skills;
Previous experience in implementing food security and livelihoods programs (preferably minimum of 5 years);
Previous experience in humanitarian setting, preferably with humanitarian organizations
Prepared to work under pressure;
Honest and motivated;
Knowledge of the program areas;
At least 4 years of previous experience managing people;
Able to use Microsoft Office (Excel, Word, Power Point etc);
Good command of English: speaking and writing;
Desirable
Experience working on cash, voucher or other food security and livelihoods programming;
Experience working in pastoral and agro-pastoral contexts (livestock/crop based program management)
Able to work with minimum level of supervision;
