ROLE PURPOSE:
The incumbent of this position represents SC values and principles in interactions with staff and external audiences. These values and principles include commitment to the mission of Save the Children international, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity. The post holder will be responsible for overseeing all health and nutrition project implementation, monitoring, review and evaluation in Amhara and Tigray. S/he will be expected to work closely with the target communities; the project managers/ coordinators, team, area offices and respective operational district and regional level stakeholders. S/he will be responsible for the timely implementation and coordination of the health and nutrition activities as per the approved project document; and government and donor requirements and Save the Children standards
KEY AREAS OF ACCOUNTABILITY:
This post focuses on developmental as well as emergency/humanitarian health and nutrition programming, but will be expected to contribute to SCI’s multi-sectoral interventions as well
Oversee the implementation of the health and nutrition activities of all projects and ensuring that the quality standards and state of quality are met.
Identifies linkage opportunities and ensures complementarity among the different health and nutrition , other SC projects as well as government/other partner’s interventions in the region
Support in recruitment and orientation of project field staff as needed
Manage the project field staff, ensuring that they understand their tasks and expectations and are able to perform their tasks
Identify knowledge and skill gaps in staff and organize trainings /mentor as necessary
Participates in and support the recruitment and orientation for qualified technical staff for health and nutrition/multi-sectoral integrated projects
Engages in performance assessment of technical staff in health and nutrition/multi-sectoral projects
Provides regular and brief technical progress update of the projects in the region to the CO technical team
Ensure effective , management, implementation, monitoring, and timely submission of quality reports
Provide capacity building support and guidance to the health and nutrition managers/ coordinators/officers and implementing partners to strengthen health and nutrition programme implementation in the region.
Regularly updates and shares map of health and nutrition implementing partners in the region
Ensure that qualified and trained professionals are working in all of the projects and conduct training need assessments and capacity building activities to equip staff with the necessary skills to implement quality health and nutrition programming.
Participating in and/or leading health, nutrition, and/or multi-sectoral assessments as required
Conducts regular field visits and joint supportive supervision to oversee the health and nutrition intervention and implementation in each of the project woreda’s
Work with the project managers/ coordinator and team in the preparation and reviewing the DIP, POPs, budgets, and other required program documents for the health and nutrition components of the project
Identifies and works on addressing technical capacity gaps with CO level or SC member TAs
Contribute to development of concept note or proposal for new project initiatives in close coordination with Addis Ababa based PDQ team.
Provide input to project proposals by reviewing and revising to ensure technical soundness, quality and implementation feasibility as per the regional context; work with assigned regional TA team members to ensure the development of high quality proposals.
Lead on regional multi- sectoral/ health and nutrition assessments, monitoring and evaluation in coordination with MEAL, other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
Facilitate the development and scheduling of outreach activities
Conducts regular field visits and review meetings with government officials to monitor the implementation of health and nutrition components of the project
Liaise with other implementing partners and local authorities to maximize collaboration and ensure proper coordination of activities
Serve as sub budget holder of the health and nutrition project grant and ensuring that budget is used as per the plan and support in periodic project budget revisions as required
Liaise with PoM and provide feedback on project BVA (budget V actual)
Track thematic cost and provide feedback to project managers to avoid underspend and overspend Documents findings and recommendations of field visits for follow-up actions; shares as appropriate
In collaboration with the project managers / coordinator and team, ensure timely preparation and implementation of phase-out strategy
Prepare donor report and closely work with the assigned TA for timely review and submission
Prepare and share Health and Nutrition related project and statistics report to regional and to the Country Office
Represents and maintain the image of Save the Children during regional, zonal and field level health and nutrition cluster coordination meetings.
Performs other related tasks as required
Essential:
Master’s degree in Public Health/Nutrition
Minimum 5 years’ experience in humanitarian and developmental Health and Nutrition work, including significant experience in managing integrated health and nutrition projects in NGOs in pastoral areas
Knowledge of latest health and nutrition related technical guidelines and standards in emergency
Demonstrated experience in leading and managing divers
Familiarity and experience with the national program implementation in MNCH, CMAM, IYCF-E and ICCM particularly in agrarian context preferably Amhara and Tigray regions
Substantial experience in managing projects and team, coordinating, mobilizing community, planning, implementation, supervision, monitoring and reporting.
Demonstrated work experience in coordinating and leading integrated health and nutrition projects in a complex and demanding workload
Ability and willingness to travel and work in rural areas where projects is implemented, within approved security frameworks.
Excellent spoken and written English
Good computer skills (particularly Excel, Word and databases)
Strong interpersonal skills, communication, presentation and facilitation skills and an ability to mentor staff
Cultural and gender sensitivity
Work experience in agrarian regions specifically in Tigray and Amhara is advantageous
Work experience in diverse international NGOs is an asset.
