JOB SUMMARY
ROLE PURPOSE:
Under the direct supervision of the Program Operations Director or Program Operations Manager & the technical guidance of the DCOP at the Country Office, the position holder will be responsible for managing the CBNC activities of Save the Children in the region. S/he will be responsible to provide technical and operational support in the overall implementation of the CBNC project and strengthening of ICCM project, which contributes to the reduction of maternal, neonatal and under-five morbidity and mortality in the target zones. S/he will liaise with and work in coordination with government and non-governmental partners in implementing the project activities; and will serve as the focal point for the project in regional level fora. S/he will also be responsible for establishing and maintaining working relationship with project partners to ensure synergy and maximize resources.
The Post Holder will also serve as a sub-budget holder for the award and be responsible for efficient budget management in line with donor rules and regulations, as well as in accordance with the policies and procedures Save the Children’s Finance Manual.
KEY AREAS OF ACCOUNTABILITY:
Project Management
Participates in the development of the work plan, ensures the achievement of specific assigned objectives.
Provides guidance and support to MCSP-CBNC staff in the region in meeting project objectives.
Supports demand creation activities through ensuring timely initiation and implementation of agreed upon activities
Supports the initiation and implementation of M&E activities as well as assessments and operations research
Budget Holding Responsibilities
Serve as sub-budget holder for CBNC project activities in the Region.
Develops annual phased budget in line with the detailed implementation plan and manages the same accordingly.
Ensures budget is managed according to the donors’ rules and regulations.
Monitor and ensure financial records relating to the budgets are accurate and in line with policies and procedures set out in the Financial Manual.
Lead monthly award meeting with relevant award and program staff to review budget variance analysis, identify issues and develop action plans; ensure that action plans are followed and implemented.
Keeps record of all committed costs and report to the National Program Manager or equivalent on monthly basis to ensure all project expenses are captured on timely basis.
Ensure all cost share /matching expenses are recorded (along with all supporting documents) and periodically reported.
Staff Supervision and management
Manages staffs under direct supervision in line with Save the Children’s Performance Management System, which includes but is not limited to: setting agreed performance objectives, periodic one-on-one monitoring, midterm and annual performance evaluations, supporting staff development through mentoring or structured training, and proper and timely management or poor performance.
Ensures staffs under supervision complete Fraud, SS and Child safeguarding training and monitor the progress
Ensures staffs under supervision submit accurate time sheet on monthly basis on time.
Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
External Coordination and Representation
Serves as the project focal person in the region and represents the project in working groups and partnership fora
Leads Regional level project reviews and review meeting;
Ensures project lessons are synthesized and systematically fed into government led technical working group meetings, as well as review and planning meetings.
Makes presentations about project progress and achievements in government led regional meetings.
