JOB SUMMARY:
The Monitoring & Evaluation Officer, under the supervision of the M&E Advisor, will be responsible for providing data collection, entry, management and coordination support in the implementation of all aspects of the project’s monitoring and evaluation systems. The Monitoring & Evaluation Officer’s main responsibilities will be to obtain routine data/report from the MARPs project implementing partner organizations and perform collation/compilation and analyses of data received to assist EH-Ethiopia MARPs Project in monitoring programmatic progress.
RESPONSIBILITIES:
Works with the Monitoring & Evaluation Advisor to ensure proper and accurate collection of performance data from the partners implementing the MARPs project.
Ensures compliance with the requirements of the reporting systems for preparing project reports as per the Donor formats/requirements.
Provides technical assistance to relevant project staff to ensure high quality of data collection and reporting
Build the capacity of the M&E staff at the implementing partner organizations to effectively collect data and produce pertinent information to help in evidence based decision making
Assists the M&E Advisor in reviewing and updating the Performance Monitoring Plans, as well as preparation of M&E guidelines.
Work with Communications Officer to produce bulletins or newsletters so as to share project related information with staff, stakeholders and partners
Collaborates with the M&E Advisor to oversee all MARPs project funded researches that are designed to inform the program implementation
Periodically monitors the quality of data collected and reports produced, and agree on actions required
Serve as the focal point for receiving, compilation and analyses of routine and periodic data/report from partners
Perform routine cleaning of data received to assist EH Ethiopia MARPs project in monitoring programmatic progress, and specific analyses as requested
Flag reports missing from site levels and report to the M&E Advisor
In close coordination with M&E or program staff at implementing partner organizations, ensure that data collection at site level meets standard reporting formats
Perform regular checks of data quality, and communicate any identified problems to the source of the report
In discussion with the M&E Advisor, make periodic site visits to assist in remediation of any identified problems related to routine data collection and reporting
Securely store all routine data in an electronic database(s) and ensure regular back ups
Ensure database is updated on a regular basis
EDUCATION, CERTIFICAIONS, EXPERIENCE & REQUIRED SKILL & KNOWLEDGE
· Bachelor’s or Master’s Degree in Public Health, M&E, Health Informatics, statistics or IT related field with strong monitoring and evaluation application experience.
· Minimum of three years of related work experience for masters and five years for bachelors
· Experience in developing and managing routine tracking/monitoring systems using user-friendly database in software such as EpiInfo, EpiData, STATA or Access.
· Experience in data collection, entry, cleaning, analysis and reporting writing.
· Experience of working with PEPFAR/USAID funded projects/programs would a plus
· Experience and good understanding of the Ministry of Health’s Health Management Information Systems (HMIS) is desirable.
· Understanding of HIV programs and most-at-risk populations, is desirable.
· Must be able to work in a team setting.
· Must be able to work independently
· Must be willing to travel to project sites
· Experience of coordinating activities across a range of project teams and staff.
· Good interpersonal communication skills
· Good organizational skills.
