UNDP promotes sustainable human development and inclusive growth and development through effective partnerships with UN agencies and by mobilizing key development stakeholders. In line with this aim and as stipulated in the Strategic Plan for 2008 to 2011, of achieving rapid progress on global and national development challenges, UNDP designed four strategic development focus areas with a focus on gender equality across all areas below:
•    Poverty reduction and achievement of the MDGs;
•    Democratic governance;
•    Crisis prevention and recovery; and
•    Environment and sustainable development.
In Ethiopia, UNDP works to support the Government of Ethiopia to help the country achieve the development goals as defined in national five year development plan, the Growth and Transformation (GTP) for the years 2010/11-2014/15. The GTP, as was the case with Ethiopia’s previous five year national plans, complements the country’s efforts to meet the MDG.  
UNDP Ethiopia’s Country Programme Document as well as the Country Programme Action Plan are aligned to the GTP. The same is true of the United Nations Development Assistance Framework (UNDAF –2011 - 2015), which aims to ensure optimal coherence and coordination of the assistance provided by various UN agencies.
UNDP’s key interventions in Ethiopia fall under these three programme pillars:
•    Growth and Poverty Reduction
•    Climate Change and Environment Vulnerability
•    Governance
Gender equality and Information and Communication Technology are treated as cross cutting issues.  
UNDP's operations in Ethiopia are based on the Standard Basic Assistance Agreement signed between the Government of Ethiopia and UNDP in 1981. The provision of UNDP services to the Government of Ethiopia is defined in the Letter of Agreement. Standard procedures relating to the implementation of development projects and programmes are agreed between Government counterparts and UNDP as described in the National Execution Manual .

UNDP plays a significant co-ordination role for the UN’s activities in the field of development. This is mainly executed through the UN Resident Co-coordinator’s Office,  who is also the Resident Representative of UNDP is the leader of the UN Country team , and as such plays a central role in making possible coordination of the UN system-wide operational activities for development. As manager of the Resident Coordinator system, UNDP believes strongly in making the UN in Ethiopia a more effective, efficient and coherent organization, particularly through the Delivering as One initiative.  Ethiopia is a self-starter Delivering as One country and UNDP plays a strong role in various management and operational structures that are set up to coordinate and harmonise the UN’s work in Ethiopia. For the new UNDAF, which covers the period from 2012-2015, UNDP is co-chairing the Governance Pillar technical working group. UNDP staff members are also actively participating in the inter-agency groups including the Inter-agency Programme Team, the UN Communication Group and the Operations Management Team.

The UN has three Flagship Joint Programmes in Ethiopia focusing on the areas in which the country is lagging behind, namely maternal health, gender equality and equitable development in the four developing regions. UNDP is involved in the joint programmes for the developing regional states and gender equality and women’s empowerment, and is also the managing agency for five Spanish MDG Achievement Fund joint programmes that target accelerated and sustainable progress on: Edible Oil Value Chain Enhancement; Enabling pastoral communities to adapt to climate change and restoring range land environment; National nutrition programme; Harnessing diversity for sustainable development and social change; Leave no woman behind.
