UNICEF has been operating in Ethiopia since 1952 and is present in eight regions of the country. The previous UNICEF/Government of Ethiopia Programme of Cooperation 2007-2011 aimed to support national efforts to progressively realise the rights of children and women through improved child survival, development, protection and participation.      Ethiopia is an emergency prone country (recurrent drought, flood, disease outbreak) and the UNICEF country offce worked with the government to decentralize and institutionalize the emergency preparedness and response planning process in all regions of the country. In 2011, the country office responded to the Horn of Africa drought emergency through scaling up and expanding on-going activities. Ethiopia's response began in November 2012 and was successful, building on systems that the government, UNICEF and partners have invested in over the years such as the Productive Saftey Net Programme, the Health Extension Programme including community management of severe acute malnutrition, the deployment of mobile health and nutrition teams in the Somali and Afar Regions and decentralized emergency preparedness and planning.           The overall goal of the new UNICEF country programme 2012-2015 is to build on the achievements of the past five years and advance the fulfillment of the rights of all women and children in Ethiopia to survival, development, participation and protection. The strategy is to support government programmes to increase access with quality, especially for the most vulnerable communities.   UNICEF's key results contribute directly to the outcomes of the UNDAF 2010-2015, which in turn are aligned with the national dvelopment goals of the Growth and Transformation Plan 2011-2015.           The major focus areas of the 2012-2015 country programme are: 1) Survival and Health (Health, Nutrition, Water and Sanitation); 2) Learning and Development (Education); 3)Protective Environment and Disaster Risk Reduction (Adoescent Development, Protection, HIV/AIDS and Emergency Preparedness and Response); and 4) Analysis, Communication and Participation (Policy Advocacy and Programme Communication)
