JOB SUMMARY
The MEAL coordinator will provide essential support to Nordic supported thematic programs (Strengthening Child Friendly National System and structure, Child Protection and Education) by supporting the leadership and management, roll-out of the MEAL system and building capacity at the field level as well as program implementing partners to deliver quality programs against SCI’s Minimum Operating Standards. He/She will build systems and staff capacities to ensure that Nordic supported programmes are of high quality to beneficiaries and donors and learning is institutionalized for program improvements
KEY AREAS OF ACCOUNTABILITY:
Management and Leadership
Provide overall supervision and leadership on the MEAL functions and strategy delivery within the Nordic supported programs.
Conducts supervision, mentorship and professional development to the program implementing MEAL staffs in Addis as well as field office levels so that staffs have the required capacity and enthusiasm to undertake their responsibilities.
Provide oversight of MEAL budget and ensure effective and timely utilization for the appropriate MEAL activities within the Nordic supported programs.
Be the key link among the SCI MEAL team & implementing partners on MEAL issues.
Ensure MEAL evidences (IPTT, project performance/action trackers, etc) are used for management decision making and continuous performance improvement and be part of SCI and partners field office level management team members.
Undertake responsibilities for the roll-out of the MEAL system in SCI and partners within the Nordic supported programs.
Ensure that MEAL Team, field operations and SCI and partners project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects / areas within the Nordic supported programs.
Ensure programmes/projects are using Quality Benchmarks as part of their day to day implementation and quality monitoring practices.
Support on the roll-out of standardised monitoring tools and methodologies as required by the MEAL and field level teams.
Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building.
Ensure that regular monitoring/MEAL reports are received and communicated effectively to Program Directors of Nordic funds, programs managers and MEAL Manager, FOM and implementing partners other relevant bodies in the national office.
Ensure periodic reports are as per the standard quality, standard template, and time frame; and communicated accordingly.
Ensure communities and children have access to safe and responsive mechanisms to handle their complaints and feedbacks.
Lead the implementation of LKM framework within Nordic supported programs and our implementing partners, and support there is a functional LKM system.
Support programmes in the identification of learning objectives and evidence gaps.
In close collaboration with program teams, facilitate in generating, storing and sharing knowledge (most significant change stories, meta-analysis, research/evaluation summary reports, etc).
Ensure utilization of learning and knowledge generated in decision making and programme improvement (maintain up to date action tracker and monitor the utilization and application).
Closely work with thematic program managers and program specialists as well as partners to collect data in the preparation of periodic, annual, and project completion reports.
Make sure project and program reports, monitoring reports, studies, reviews and evaluations, and good practices are documented properly both in hard and electronic copies, and shared within SCI program and MEAL team as well as partners.
Produce quarterly and annual MEAL reports
Undertake continuous SCI program and partners’ staff capacity assessment and develop capacity building plans.
Provide trainings and capacity building for staff as required.
Ensure relevant staffs received proper orientations, inductions, training to help them deliver their MEAL responsibilities.
Sets standard and agreed performance objectives for all direct reports.
Together with thematic program managers and advisors, conducts at least quarterly monitoring visits to projects implemented by SCI as well as partners in a year and have documents as evidence to measure progress of the projects’ implementation.
Together with thematic program managers and specialists, coordinates baselines/researches, project midterm and end term project reviews and evaluations as per the SCI MEAL frameworks and standards.
Ensures key findings from baselines, project monitoring visits, midterm and end term project reviews/evaluations are properly documented and shared for learning, improve current and future programming within SCI as well as our partners.
