SNV Netherlands Development Organisation in Ethiopia seeks Country Programme Manager
SNV is a not-for-profit international development organisation with long-term, local presence in over 30 of the poorest countries in Asia, Africa and Latin America. Our team of advisors works with local partners to equip communities and businesses with the tools, knowledge and connections they need to increase their incomes and gain access to basic services. SNV works across three sectors: Agriculture, Energy and Water, Sanitation and Hygiene. Several international donors fund our programmes. SNV has a +100 million euro annual turnover and is aiming for further growth.
Background
SNV will be tendering for a donor funded multi-country Programme in Sub-Saharan Africa, which is anticipated to start at the end of this year, and will focus on Off-Grid Renewable Energy market development with a strong emphasis on consumer awareness, private sector development and creating an enabling environment for Solar Home Systems markets.
The Position: SNV seeks an entrepreneurial, result oriented and proven professional who will manage the programme and coordinate with international and local experts and assure quality and programme deliverables according to donor requirements. The programme manager will report to the multi-country (Deputy) Team Leader and the Country Management Team of SNV Ethiopia.
Key Responsibilities
· Coordinate the activities of the international and local experts in the targeted country;
· Build, strengthen and manage relationships with governments ministries and agencies, key partners, businesses, institutions and local DFID office;
· Provide guidance on developments within the country’s off-grid renewable energy sector and any other relevant country dynamics for the programme;
· Quality assure relevant terms of reference and programme deliverables (e.g. analysis, presentations, reports);
· Steer development of public marketing campaigns and consumer awareness raising related to off-grid solar products at country level;
· Generate evidence based knowledge and learning on the success factors needed for a market based approach to household solar energy;
· Facilitation of the capacity building efforts aimed at improving legal and regulatory frameworks for off-grid energy investments;
· Identify follow-up funding for leveraging the programme and coordinate partnership possibilities and business development at country level.
· A minimum of 5 years’ of project management experience;
· Experience of working or consulting within the renewable energy sector, ideally working with off-grid solar products;
· Strong existing networks in the country’s renewable energy sector, particularly within Government;
· Experience that incorporates two or more of the following areas: consumer marketing, policy reform, market development, finance mechanisms, gender and youth employment;
· Experience of working with donor funded programmes in Africa;
· Track record in business development and leveraging programmes at country level
· Strong business acumen;
· Entrepreneurial, pro-active and result oriented attitude.
Contract Type : National or international
Contract Duration : Three years with possibility of extension
Expected Start Date : Between 1 December 2016 and 1 February 2017
