“Inclusive Skills Training and Employment Project for and by Persons with Disabilities” (ISTEP) funded by USAID
The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was registered by the Charities and Societies Agency on 3 November 2009 and re-registered on 6 December 2012 as an Ethiopian Residents Charity. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.
ECDD is implementing a project entitled “Inclusive Skills Training and Employment Project for and by Persons with Disabilities” (ISTEP) in collaboration with the U.S. Agency for International Development (USAID). ECDD is now looking for a Senior Accountant who will work as a grant manager for ISTEP Project.
General Description
An ECDD Senior Accountant is required to function as the ISTEP grant manager responsible for managing the daily financial operations, accounting, and reporting of all USAID ISTEP project expenditures. The ECDD ISTEP Senior Accountant reports to and works under the direct supervision of the ECDD Admin& Finance Manager and under the overall supervision of the ECDD Executive Director. The Senior Accountant is responsible for maintaining legers and other books of accounts, preparing financial reports as required in conformity with USAID formats and procedures and ensuring that all project payments, taxes and other financial obligations are met.
1. Ensure that disbursements are made according to the rules and regulations specified in the ECDD Finance Manual.
2. Prepare checks and payment vouchers.
3. Check that collections are made on time and are deposited at the bank.
4. Check that disbursements are not beyond the funds available.
5. Control stock and fixed assets of the project.
6. Assist in the development of working procedures, schedules, formats, etc. for efficient financial operations.
7. Prepare financial reports on time.
8. Assist the financial activities of ECDD.
9. Report periodically on the position of the ECDD budget status.
10. Control expenditures/disbursements based on analysis of accounting reports and financial position of ECDD.
11. Conduct physical cash count and reconcile with book records regularly.
12. Ensure that taxes and other government obligations are met on time.
13. Compile all relevant project financial documents for auditing.
14. Perform other related duties as may be assigned by the Admin/Finance Manager and/or ECDD Executive Director.
Required Qualifications:
1. Minimum of BA Degree in Accounting/Management and at least 5 years of prior work experience in managing grants of donor funded projects (USAID grant experience essential)
2. Comprehensive knowledge of ChSA’s and USAID’s Financial regulations and rules is mandatory.
3. Intimate knowledge of up-to-date accounting software and systems and Peachtree accounting software (Quantum 2010)
4. Excellent interpersonal relationships and communication skills
5. Fluency in English and Amharic
