Save the Children is currently providing targeted support to health posts and centres in Borena zone to improve and strengthen essential primary health care services, in treatment, prevention and control of diseases as part of resilience building. Save the Children and Woreda health offices will continue to support improved management of PHC to maximize service coverage, quality and safety. The PHC management was aligned and harmonized with woreda planning and programme consistency and accountability was ensured at all levels. Integrated Supportive Supervision and other performance incentives including training were also provided. Save the Children also supported nutrition services through CMAM framework. Health education was a key component in enhancing community’s behaviour in prevention of diseases and promotion of good health practices.
The project targets the most vulnerable groups of society, namely severely and moderately malnourished infants and children under five years of age and pregnant and lactating women. The rationale for focusing on these subgroups is based on their increased vulnerability to malnutrition. Other potential beneficiaries include the catchment population of the Woredas of Borena Zone who could access health and nutrition services, as well as referral to complementary services in different sectors of intervention. Furthermore the health system had a beneficiary itself from the capacity building measures implemented to improve service coverage.
Save the Children is planning to conduct an integrated IYCF and KAP end line survey on its two operation Woredas of Borena Zone (Dhas & Dillo). The findings of the end line survey will be compared with baseline survey results.
Save the Children has been receiving funds from ECHO to implement Supporting Resilience in Emergency Prone Woredas of Arero, Dhas and Dillo of Boren Zone. The project was implemented to contribute to increased resilience and reduced vulnerability, morbidity and mortality in the target Woredas. This project was anticipated to improve health and nutritional status of, and resilience of, vulnerable households and communities living in chronically food insecure and drought prone targeted Woredas by undertaking a multi-dimensional approach at the Zonal, Woreda, Facility and Community level.
Objective level indicators of the project:
1. Increased proportion of breast fed children 6-24 months of age who received the minimum frequency of feeding with solid, semi-solid or soft foods.
2. Proportion of children 0-5 month of age who are fed exclusively with breast milk
3. % of mothers and care givers in the HH's practice at least 2-key critical hand washing practices
4. Increase in percentage of mothers who demonstrate improved knowledge and practice of three selected practices (hand washing, feeding during illness, ORS provision for children with DDs)
5. % of children under 2 years that are adequately fed (exclusive breast feeding, introduction of complementary feeding and minimum dietary diversity)
Thus, the extent of this survey is to conduct end line survey based on the above indicators on IYCF and KAP from Dhas and Dillo Woredas of Borena Zone and to compare with the baseline information to evaluate the project impact.
The overall objective of the end line survey is to compare with baseline information and evaluate the project on IYCF & KAP (up to September 30/2016) from Dhas & Dillo Woredas of Borena Zone, in Oromia Region, Ethiopia.
Specific Objectives:
o Timely initiation of breastfeeding (children 0-23 months)
o Exclusive breastfeeding under 6 months
o Timely complementary feeding initiation
o Introduction of solid, semi-solid or soft foods
o Continued breastfeeding at 1 year
o Minimum dietary diversity
o Minimum meal frequency
o Consumption of iron-rich or iron-fortified foods
o Other selected optional indicators
The survey methodology will use both quantitative and qualitative study approaches. The study methodologies will include, but not limited to, the following
· Document review
· Participatory methodologies for the data collection, analysis and interpretation,
· The consultant will adhere to all national guidelines and standards, wherever they are available and applicable.
· Representativeness of findings to the intended target population
The final methodology will be agreed with Save the Children delegated technical leads.
Responsibilities include, but not limited to:
· The consultant will be responsible to conduct all activities of the survey from its inception to its finalisation.
· Develop and design survey tools by adopting the Standard methodology
· Ensures emphasis for data quality and documenting end line data for all indicators stipulated on the project log frame
· Liaise with Save the children Borena field Office and Borena Zonal and Woreda Health offices for qualitative and quantitative data,
· Agree on the survey tools, methodology and protocols before departure to field
· Closely work with SC-Eth office Survey Manager and assigned technical assistant throughout the study period
· Design a data collection instruments including questionnaire and train the survey team members and pre-test the questionnaire
· Assume overall responsibility for implementation of the surveys, including daily supervision of survey teams and daily data quality assurance
· Be responsible for data cleaning and analysis using Software’s like Epi Info, SPSS…..
· Adhere to the methodologies indicated in the proposal and approved during the inception phase,
· Make sure that the assessment is comprehensive and includes all relevant indicators
· Adhere to all national guidelines and standards, wherever they are available and applicable
· Follow Save the Children’s safety & security guidelines.
· Adhere to Save the Children’s code of conduct including child savfe guarding and fraud policies.
· Final report, electronic and hard copy, detailed including all necessary chapters, short term and medium term recommendations.
· Raw data and analysis outputs, an electronic version.

· Master degree in human nutrition, public health, epidemiology or MPH
· Significant experience in community based nutrition surveys (KAP, IYCF)
· Excellent analytical and integrity skills.
· Strong communication skills with excellent written and spoken English, local language will be an advantage
· Excellent computing skills including EPI INFO and SPSS, Software.
· Ability to work on own initiative and to meet deadlines.
· Excellent reporting and data consolidation skills.
· Experience of working with pastoral community
· Willingness and ability to travel in the different Woredas of borena Zone (Dillo & Dhas).
· Proven experience both in quantitative and qualitative research methods
