A. Summary of Duties and Responsibilities
The incumbent of this post has the main responsibility for the:
· Communication between the Programme Coordination and the AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS;
· Support the AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS in relation to the Programme (mainly Capacity Building);
· Synergy between the different activities of the programme in forestry and conservation;
· Technical support of the programme according to needs and skills;
B. The Tasks
Communication between the Programme Coordination and AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS
· To be aware of what is done at the international level in relation to the management of tropical forests and conservation (especially in the region of the Horn of Africa)
· To identify the Strategies of MoEFCC, EWCA and Regional authorities of Southern Nations;
· To support the activities implemented by the programme
· To bridge between AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS and the programme
Support AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS in relation to the Programme (mainly Capacity Building)
· To prepare priorities for capacity building for various topics (conservation, wildlife, Biosphere Reserve Management, inventory, forest management, silviculture, etc.) and regional level
· To get involved in FLR preparation and planning, as well as pilot activities in FLR
· To support the AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS in administrational matters
· To monitor and follow up all kind of action the programme supports at the AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS;
· To study and identify gaps in the operation of the AUTHORITY OF ENVIRONMENT AND FORESTRY AND RELATED ORGANISATIONS and recommend solutions
Synergy between the different activities of the programme in forestry and conservation
· To cooperate in the strategic development of the technical components of the programme;
· To have good contacts with the field staff and also the field coordinators in Addis at headquarter of the programme as well as good presence at SN authorities;
Technical support of the programme according to needs and skills
· To take responsibility in the technical implementation of the programme on general level and in Southern Nations e.g. and according to available capacities and on request:
o Support to the elaboration of Protected area management plans;
o Accompany management plans and management structure for Biosphere reserves;
o support to the elaboration of forest management plans from inventory to final documents;
o Preparation of trial plots for silviculture in the regions and follow up of these trial plots;
o Support to the preparation and elaboration of management plans of reforestation areas;
C. Other responsibilities
· Support the administration of the program and ensure that the rules and regulations of GIZ are always respected.
· Be actively involved in transversal tasks (gender, HIV AIDS, etc.)
· Assume all other assigned tasks of the superior
D. Qualifications required
· Degree in Forestry, natural resource management or related subject;
· Minimum of 5 years professional experience in the sector of Forestry, forest management, and forest landscape restoration
· Minimum 5 years professional experience in an international NGO or cooperation body or in higher education, or in an executive job;
· Have proven communication skills;
· Thorough experience in application of participatory approaches;
· Good mastering of the English and Southern Nations language
