Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa envision to bringing lasting health change for Africa in more than 30 countries across the continent. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations.
Amref Health Africa would like to recruit a Human Resources and Administration Manager reporting to the Country Director based in the country office Addis Ababa, Ethiopia.
Summary of the Position
§ Responsible for the overall management and provision of key support services within the areas of human resources and administration for all Amref projects in Ethiopia.
§ Leads the implementation of the key systems in human resources and administration and ensures compliance with Amref and donor policies, procedures and guidelines.
§ With proper legal advice, ensures that Amref policies and procedures are compliant with Ethiopian labour laws and effectively implemented throughout Amref-Ethiopia’s programs.
§ Provides direct supervision to HR, administration, procurement and logistics teams.
§ Serves as a member of the senior management team and participates in the implementation of organizational policy and management decisions.
Duties and Responsibilities
HR Management
§ Oversees and supports HR systems to ensure that they that can provide accurate, current and complete policies and procedures pertaining to human resource management
§ Ensures all internal and external recruitment's are implemented according to Amref policies and procedures, availabilities of budgets and are approved and/or reviewed by program and finance units.
§ Ensures that the organization has a competitive employee’s remuneration /benefits package that presents Amref as the employer of choice
§ Ensures consistent and successful application of AMREF’s performance management system and adherence across the organization
§ Organises regular staff meetings and to provide a platform for open interaction between staff; Lead team building initiatives
§ Promotes staff development and talent management initiatives
Staff Management
§ Provides regular support and supervision to staff under his/her direct line management
§ Completes performance planning, monitoring, and annual performance appraisals of direct reports
§ Builds the technical capacity of staff under direct line management and delegates tasks for the efficient performance of activities.
Administration and Logistics Management
§ Oversees all Administrative and General Services including safety and security of premises, office administration, work place ethics and office space allocation, utilities and insurances, leases and maintenance's
§ Oversees all local and foreign procurement's are in line with Amref and donor procurement policies, and ensures implementation of procurement procedures and guidelines
§ Oversees contract agreements and management for various services
§ Ensures proper property management and store systems are in place in all Amref- Ethiopia offices and ensures properties are secured from any risks
§ Ensures effective and efficient logistics management including the assignment and management of vehicles and transportation are in a proper way according to Amref policies and procedures
§ Oversees management of external visitors, ensuring necessary security measures
Coordination, Networking and Representation
§ Represents Amref-Ethiopia administrative and human resource team in meetings hosted by Amref and/or donor agencies
§ Liaises with government, donors and partners as required about projects under Amref-Ethiopia’s management
§ Keeps abreast of organizational changes and or developments in human resources and administration and ensures dissemination to all Amref-Ethiopia staff.
Other
§ Performs other duties as assigned by immediate supervisor.
Education & Experience
§ MBA degree or Master degree in related fields
§ 8 years of experience in human resources and administration, out of which at least 4 years in senior managerial position.
Technical and other skills required
§ Excellent and proven experience in human resource management and administration, leadership quality and firm belief in teamwork
§ Experience and understanding of NGO regulations and policies of the Charities and Societies in Ethiopia.
§ Up to date knowledge on Ethiopian labour laws, labour market, inflation, cost of living indexes, wage determination, job evaluation processes, globalization and labour market flexibility
§ Experience in managing USAID grants preferred
§ Member of a professional body of HR practitioners preferred
§ Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
§ Experience in examining and re-engineering operations and procedures, formulating policy developing and implementing new strategies and procedures
§ Computer literacy required with hands on experience in HRIS
§ Demonstrated writing, presentation and report writing skills
§ Fluency in written and spoken English language
