Job Summary:
The Dollo Ado Integrated Social Cohesion Initiative (DISCO) is a 3 years programme funded by and the European Union DEVCO and implemented in Dollo Ado, Ethiopia by a Consortium led by the Norwegian Refugee Council (NRC), with Save the Children, Danish Refugee Council (DRC), ZOA, and Organization for Welfare and Development Association (OWDA) in membership. The objective of the consortium is to improve social cohesion between refugees and host communities in Dollo Ado area. The Consortium Members have long standing field presence and operational experience in Dollo Ado refugee camps and surrounding areas, directly implementing large multi-sectoral programmes (e.g. Livelihood, WASH, education, energy, protection, etc.).The purpose of the DISCO Project Manager position is to lead the implementation of NRC’s component of the project and also to coordinate with partner agencies at Dollo Ado level.
Overall Responsibilities
· Line management for project staff
· Adherence to NRC policies, guidance and procedures
· Contribute to the development of Country, Area and Core Competency (CC) strategies, initiate and participate in the development of relevant projects
· Coordinate and manage RDPP project implementation (activities, budget and project documentation) in line with the project proposal, strategies and donor requirements
· Provide support and follow up with other consortium member agencies to ensure the project is implemented according to the project document
· Implement technical direction and ensure high technical quality of projects
· Provide regular progress reports to the Area Manager, Country Consortium Manager and Head of Programme
· Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
· Develop and manage project budget (in cooperation with CCs) and coordinate across CCs
· Ensure capacity building of project staff and transfer key skills
· Liaise and collaborate with relevant local authorities and other key stakeholders
Specific responsibilities
· Coordinate and manage the planning and project implementation, database management and reporting for Dollo Ado operation;
· Ensure that synergy is created among the CCs implement by NRC and the Consortium members through close coordination and collaboration with all stakeholders;
· Ensure that Somali refugees in Dollo Ado camps and their Host Community members are identified, targeted and verified for protection, provision of basic services and livelihood opportunities;
· Conduct monthly/quarterly coordination meetings with consortium member agencies and other relevant stakeholders at Dollo level to review project progress, address challenges and exchange best practices;
· Assist the project implementation towards achieving harmony and peaceful coexistence of the host and refugee communities;
· Engage in activities aimed at reviewing current project implementation and getting inputs for improving the implementation strategy of the RDPP project such as conducting fact finding missions, assessments, cased studies, pictorial documentation etc.;
· Support Area Manager during advocacy with ARRA, UNHCR, Local Authority and other partners;
· Ensure that procurement procedures are adequately met, procurement plans are submitted and requests followed upon;
· Support the preparation of required budget revision, and identification of unutilized funds
· Draft project periodic report and internal and external meeting minutes;
· Organize workshops, community consultation and partners/stake holders meetings and training;
· Prepare weekly, monthly and quarterly work plan of the specific responsibility given and share with the Area Manager and Country Consortium Manager
Required Minimum Qualifications, Experience and Skills
FORMAL EDUCATION
· Relevant university degree or higher education, preferably in international relations and/or development, social sciences or other relevant fields.
Relevant Experience, Specific skills, knowledge
· Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
· Experience from working in complex and volatile contexts
· Technical expertise and experience on working on Urban refugee projects
· Documented results related to the position’s responsibilities
· Knowledge about own leadership skills/profile
· Fluency in English, both written and verbal
· Knowledge of the context in Dollo Ado
· Knowledge of the local language Somali would be an asset
· Experience with start-up, exit or similar
