Objective The purpose of the Market Linkage Officer is to oversee implementation and provide technical support to production and the development of market linkages for the target communities under the DFAP project. The position holder will lead the design, planning and implementation of technical interventions under the production and market linkage component of the DFAP Project and provide continuous technical guidance and capacity building support to field level staff. The incumbent will conduct production and market assessment and assist and coordinate the production and market linkage in functions in all operational areas under the DFAP project. The position holder also actively participates in project management team and contributes to the overall effective coordination and synergy of the various components of the project. Likewise, she/he will ensure that the production and market linkage activities at various levels are performed as planned and to bring about the desired impact through monitoring, evaluation, research and documentation of lessons learnt. He/she will travel to the operational areas on a regular basis.
Responsibilities and Key Result Areas
1. Program Planning and Implementation
§ Assist/coordinate in identifying, commissioning and/or conducting appropriate data collection and analysis including participatory gender-sensitive production and market analysis;
§ Coordinate and lead the development of production and market linkage development plan and strategy; ,
§ Guide and support the preparation of production and market linkage work plans ;
Capacity Building and Monitoring and evaluation
§ Identify potential capacity building needs and provide training in relevant production and market promotion/linkages;
§ Monitor and oversight the process and timely implementation of the production and market linkage activities as agreed in the work plan, ensure coherence between agreed approaches and tools and provide guidance for the achievement of the desired results;
Learning, Documentation and Knowledge Management:
§ Compile lessons learned and create a database/archive of practical resources on production and market linkages at the local level;
§ Implement maintain up to date monitoring and evaluation and knowledge management system in production and market linkages;
Partnership and Networking
§ Identify and facilitate market linkages and also links with other relevant private sector, government entities and existing initiatives to promote coherence, experience sharing and mutual learning;
§ Actively participate the technical working group and project management meeting to learn and share experience;
Leadership and Representation
§ Contribute to transparent and participatory management and decision making;
§ Coach the field level staff to build their technical and function capacity in production and market linkages;
§ Actively participate and support programmatic coordination and synergy,
B.A. Degree in Agricultural Development, business administration, Economics and Marketing or other closely related field.
5 years of work experience for BA and 3 years experience for MA in agricultural marketing and/or value chain development, business development, entrepreneurship development.

The salary for this position is negotiable and the duty station is CARE Ethiopia East and West Hararghe Field Offices. The deadline for applications is 10 days from the date of advertisement and this is a temporary position for about 8 moths with possibility of extension.
