Objective: The purpose of the Learning, Design and Monitoring (LDM) Specialist is to maintain and oversee LDM systems for EU RESET II Project in Borana for all implementing partners. The project is being led by CARE with two partners—Accion Contra La Faim (ACF) and OSHO, a local NGO. This position will be responsible for supporting field office EU RESET project staff—CARE, ACF and OSHO—in establishing robust M&E system and processes so that Project Managers can properly report on the outputs and outcomes for the project and measure progress in the implementation. The position is based in Borana, but will require frequent travel to implementation sites. The position holder is primarily responsible for developing appropriate M&E reporting formats for the project and collecting monthly and quarterly performance report from field-based project staff and providing technical backstopping, organizing trainings in the areas of M&E and knowledge management, coaching and mentoring relevant project staff peers are major responsibilities of the position holder.
RESPONSIBILITIES AND TASKS
Project Planning and Monitoring and Evaluation
§ Design/develop/enhance monitoring and evaluation tools and systems for the project, including CARE and implementing partners;
§ Design/develop/enhance measurement tools and systems for outputs and outcomes of the project, including CARE and implementing partners;
§ Ensure and assist detailed implementation, monitoring and evaluation plans are prepared, including CARE and
Information Management
§ Develop and maintain the monitoring and evaluation information management system for the project;
§ Streamline paper based reporting system including formats and systematize information flow;
§ Ensure overall maintenance of project M&E information using appropriate database management systems and make information accessible to staff and other stakeholders;
§ Ensure the timely collection, analysis and utilization of project-related information and reports for the donor;
Learning and sharing/networking
§ Keep up-to-date with developments in LDM, including best practice examples for planning and monitoring tools within the country and internationally, and ensure ongoing personal development and learning;
§ Ensure the communication of LDM principles, concepts and processes within the project team, with special emphasis on field office staff;
§ Network with other M&E staff from other CARE projects and development organizations working in the country
Build LDM Capacity among CARE emergency staff and partners
§ Contribute to the development/improvement of participatory monitoring and evaluation among staff and partners as well as documentation and sharing of lessons across projects;
§ Work with CARE EU RESET project staff and partners to establish standards and ensure a functional monitoring and evaluation system that assesses the impact of interventions;
M&E Reporting and Documentation
§ Develop/adopt appropriate M&E reporting formats for the EU RESET project;
§ Collect monthly and quarterly performance report from field-based project staff and the EU RESET Implementing Partners;
§ Review and summarize the monthly and quarterly reports with project staff and submit a final summary report to the Program Manager of the EU RESET Project;
A. EDUCATION
B.A. Degree in Statistics, Social Sciences, Management Information Systems or equivalent combination of education and work experience
B. EXPERIENCE:
5-7 years of work experience in LDM, evaluation, MIS, needs assessment, baseline surveys, regular progress monitoring, project evaluation.

The salary for this position is negotiable based on candidate’s current pay history and the duty
station is at CARE Ethiopia Borena Field Office. The deadline for applications is 10 days from
