Objective: The purpose of the Senior Infrastructure Development, WASH and Watershed Management Supervisor position is to design and develop plans, prepare bill of quantities, tender documents and schedule of implementationt, facilitate and supervise site construction works as per the standard design, specification and guidelines of the project program. The position holder will lead field level integrated watershed development plans and water site identification and assessment work. S/he ensures the full participation of communities and counterparts in WASH and natural resource development public works and compliance with design specifications and standards. S/he supports implementation of CARE Ethiopia’s WASH infrastructure strategy and provide technical backstopping to government staff in all activities related to water and sanitation infrastructure, watershed management, water harvesting technology and multiple use of water (MUS), Integrated Water Resources Development (IWRM), including environmental impact assessments and mitigation measures. She/he guides the design of WASH structures and systems, monitors their installation and provides guidance on the development of maintenance plans. She/he uses the life cycle costs approach to ensure the suitability of WASH schemes. She/he will also develop and strengthen partnerships among sector stakeholders, government counterparts and NGOs involved in water related activities in order to foster mutual learning and identify innovations that would increase the efficiency and effectiveness of water-related interventions.
The Senior Infrastructure Development, WASH and Watershed Management Supervisor will supervise infrastructure related construction and development works including water and land development-related work activities of the project in the woredas and kebeles. He/she will actively work to enhance government staff capacity that enables them to take over the development, construction and rehabilitation of the completed works of the project. He/she collect basic data of construction activities and document for future use and learning.
RESPONSIBILITIES AND TASKS:
Planning, Design, Development and implementation for WASH/Watershed Development
§ Ensures appropriate environmental mitigation measures integrated with all WASH infrastructure works, such as with water supply construction, public latrines and soil and water conservation structures;
§ Ensures all construction and development works are accomplished with high quality, minimum cost and friendly for use by all community members;
§ Collects, summarises and makes ready all infrastructre-related information for future planning and reporting purposes;
§ Leads selection of appropriate, low cost, and site specific water supply and sanitation technologies;
§ Lead watershed development plan preparation and selection of appropriate soil and water conservation structures, cost estimation, etc
§ Prepares and regularly reveiws detail designs, drawings, and materials specifications (bill of quantities) for water, sanitation and land development works;
§ Supports government staff and community representatives in selection of appropriate local construction material and construction sites;
Supervision, Capacity Building and Technical Support
§ Conducts regular field supervision at project sites together with zone and woreda relevant staff
§ Provides technical support to local partners, and zone and woreda government staffs in areas of water development, integrated water use, watershed management and engineering;
§ Build the capacity of partners to implement the lifecycle cost approach to ensure scheme sustainability.
Networking and Representation
§ Networks with other NGOs working in water-related activities to explore partnership development programs;
§ Represents CARE on WASH/watershed management-related meetings and forums at woreda and zone level.
Learning and reporting
§ Promotes and supports innovative/alternative water/watershed development related service delivery mechanisms at the local level;
§ Learn from the successes of other organization, and apply to CARE implementation areas as appropriate;
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
BSc. in Natural Resource Management/Watershed Development/ Hydraulics/Water Resource/Water Supply Engineering, Civil Engineering, Agricultural Engineering or equivalent combination of education and work experience.
B) EXPERIENCE
A minimum of five years of experience working in a combination of water supply and natural resource/watershed management projects and infrastructure development supervision works.

The salary for this position is negotiable and the duty station is CARE Head Office, West and East Hararghe FOs The deadline for applications is 10 days from the date of advertisement and this is a temporary position for about 9 moths with possibility of extension.
