CARE Ethiopia’s mission is to work with poor women and men, boys and girls, communities and institutions, to have a significant impact on the underlying causes of poverty in Ethiopia.
Objective: The purpose of the Hygiene and Sanitation Officer is to provide technical and professional support in the target woredas and kebeles in the area of hygiene and sanitation for the Strengthen PSNP 4 Institutions and Resilience/DFAP Program. S/he also works with and provides technical support and guidance to community WASH committees (WASHCOs). The Hygiene and Sanitation Officer is also responsible to document and share good practices within the organization, stakeholders and its partners. Furthermore, the position holder will assist in refining the implementation of all components of the project related to hygiene and sanitation in the target communities. The Hygiene and Sanitation Officer will work closely with other program staff to ensure program quality and impact in line with the goals and objectives of the program.
The Hygiene and Sanitation Officer will act as the key technical support person supporting the implementation and accomplishment of all sanitation and hygiene activities to the DFAP program in the target woredas with supervision and direction from the Project Manager. The position holder will also be responsible for capacity-building of field staff and government partners using relevant tools and technical approach. S/he will work closely with and support the woreda team leaders and community based hygiene and sanitation to improve hygiene/sanitation behaviors and ensure that all activities related to hygiene and sanitation are implemented in a coordinated and harmonized manner.
The key activities under this component include the following:
· Facilitate improved management and operations of village WASHCOs
· Facilitate increased access to environmental sanitation and hygiene products and services
· Coordinate and support hygiene and sanitation promotion works
· Promote increased awareness of improved sanitation and hygiene practices through DBC approach
· Train community WASH promoters and HEWs on hygiene promotion and behavior change practices
· Train HDs, WASH promoters, and mothers on water quality management
RESPONSIBILITIES AND TASKS:
§ Develop, update and organise hygiene and sanitation IEC/BCC promotion materials, standard training manuals for woreda partners, communities and project staff.
§ Organize, facilitate and lead trainings for community-based hygiene and sanitation activities.
§ Facilitate and lead partners’ capacity gap assessment in the area of hygiene and sanitation.
§ Participate in regional Hygiene and Sanitation policy, strategy and working modality development and promotion of appropriate policy implementation.
§ Participate in basic sanitation and hygiene status assessment, activities, including site selection when necessary for construction and use of ventilated pit latrines at different institution;
Organizing and Networking
§ Organize sanitation campaigns and regular promotion programmes with the aim of creating awareness in the community to reduce health problems due to poor sanitation and hygiene.
§ Represent CARE in regional health related forums, hygiene and sanitation related development partner discussion forums, workshops, seminars and joint assessment works, serve as a focal person for regional and zone level emergency networks in her/his area of specialisation.
§ Support government partners to establish and strengthen community and government networks in hygiene and sanitation (WASHCOs, etc.) at woreda and kebele levels.
Planning, Monitoring, Evaluation and Reporting
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
BSC in Environmental Health Science, Hygiene and/or Sanitation or equivalent combination of education and work experience.
B) EXPERIENCE
5 years of relevant experience in the area of hygiene and sanitation in rural areas. NGO experience would be an additional advantage.
C) COMPETENCIES

The salary for this position is negotiable based on candidate’s current pay history and the duty station is CARE Ethiopia East and West Hararghe Field Offices The deadline for applications is 10 days from the date of advertisement and this is a temporary position for about 8 moths with possibility of extension.
