Strengthening Ethiopia’s Urban Health Program (SEUHP) is supported by the U.S. Agency for International Development (USAID) to improve the health status of the urban population in Ethiopia by reducing HIV/Tuberculosis (TB)-related and maternal, neonatal and child mortality and the incidence of communicable and non-communicable diseases (NCDs).The objective of SEUHP is to strengthen the GoE’s UHEP by providing urban health leadership towards enabling Ethiopian stakeholders to improve the quality, use, and management of community level urban health and related services.
SEUHP envisions an urban health program where urban WASH is considered as a critical component of urban primary health care and urban health system’s response in improving the health status of urban population of Ethiopia. Hygiene and environmental health is one of the four key UHEP thematic areas. SEUHP currently works in 49 cities/towns across five regions; Oromia, Amhara ,South People Nations and Nationalities, Tigiray and Harari; and two city administrations; Addis Ababa and Dire Dawa.
SEUHP’s urban WASH interventions are being implemented in all SEUHP interventions sites, regions and city administrations with the aim of achieving the following objectives (1) Increased WASH Governance and Management Capacity at All Levels, (2) Increased Supply of Low-cost Sanitation and Hygiene Products, Facilities and Services, (3) Increased Demand for High-quality Sanitation and Hygiene Products, Facilities, and Services (4) Increased Knowledge Base to bring WASH Innovations to Scale, (5) Address basic WASH related needs of drought affected populations in urban and peri-urban areas of 10 SEUHP intervention towns .
In Ethiopian context, unlike other urban development services, urban WASH service provision and product development responsibilities are spread widely among different sectors and have poor coordination mechanisms. The most recent estimates of Ethiopia’s sanitation coverage done by Joint Monitoring Program (JMP, 2014) of WHO and UNICEF indicated relatively higher proportion of the Ethiopia’s population in urban environments enjoys improved sanitation facility (27%) than rural community (19%). However, the trends for urban populations are worsening. More urban people used unimproved latrine in 2011 compared to 1990 (rising from 0.8 million to 3.3 million). The use of shared facilities nearly tripled between 1990 and 2011 in urban (from 1.8 million to 6 million), and the use of shared latrines remains much higher in urban than rural areas. The same data also indicated, out of 14.4 million urban residents, 10.5 million of them did not use what JMP defines as improved sanitation facility. From the total un-served number, about 3.3 million use unimproved facilities and 6 million use shared latrines, 1.2 million people still defecate in the open[1].
On the other hand, in recent years, the Government of Ethiopia has recognized the potential of the private sector which has become an important player in the country’s economy in providing services and products. This can be evidenced by the rapidly growing private urban sanitation and waste management sector, particularly in urban areas, and its growing role in the provision of solid waste collection, faecal sludge management, street sweeping, WASH facility construction and other services. Despite this growth, involvement of the private sector in urban sanitation and waste management services delivery and product development is a relatively new phenomenon in Ethiopia and there is limited experience in implementing proper public-private-partnership (PPP). Because of this, the existing enabling environment, including the policy and legal framework seems limited. Furthermore, given the limited experience, the capacity of both the private sector and public sector to undertake PPPs seems compounded by issues of trust and confidence.
One of the major engagement of SEUHP WASH activities is providing support in building favorable enabling environment for urban sanitation and waste management in Public Private Partnerships (PPPS) and working with the GoE to engage the private sector to achieve SEUHP’s goals and objectives.
SEUHP intends to support PPP efforts to improve urban sanitation and waste management, through facilitating and establishing enabling environment for the effective partnership between the public and the private sector. A public -private- partnership (PPP) is an arrangement between government and private sector entities for the purpose of providing public infrastructure, community facilities and health services, sanitation and waste management.
On the other hand, as urban sanitation and waste management service provision is very complex by its nature and there is little experience in the country, SEUHP and government WASH sector staffs have limited experiences and know how on the implementation of different urban sanitation and waste management systems and approaches. Because of this, the Federal Ministry of Health (FMOH) requested JSI/SEUHP to demonstrate models for the implementation of urban sanitation and waste management services that can be replicated to different parts of the country.
Therefore, the purpose of this ToR is to engage senior professional with business and entrepreneurship background and experience particularly focusing on WASH business development and marketing who can support SEUHP team in the following areas: (i)doing careful situational assessment of the existing realities and experiences, (ii)developing public WASH facilities management business model, (iii)adopting or designing innovative PPP approaches on urban WASH service delivery and product development, (iv) facilitating advocacy workshops at national, regional and city level and (V) conducting capacity building training to national, regional government and SEUHP staffs.
1. Develop a business model for the management of public latrines
· Review draft business model, public latrine management assessment report and other national and international experience on public latrine management
· Organize expertise forum to get feed backs and validate the developed model
· Develop a viable business model and market opportunities using locally available information and experiences as well as from other countries’ experience for the proper management of public latrines in different parts of the country.
· Based on the developed business model, develop capacity building packages and training materials.
· Develop model MoU that will be signed among different sector actors for proper management of developed business model.
· Explore opportunities for financing SMEs organized to manage constructed public latrines as per the developed business model.
2. Conduct assessment on the private sectors involvement under the full chain of urban sanitation and waste management service delivery, market/business analysis for services and on the existing experiences on public – private -partnership of urban sanitation and waste management service providers. Review the;
· involvement of the private sector in full chain of urban sanitation and waste management service delivery and product development
· existing experience on public- private- partnerships on urban sanitation and waste management service providers in different parts of the country and other countries’ experience.
· Technology options on-site solid waste handling appropriate for sorting at household level, grey water disposal in slum areas, hand washing facility
3. Adopt or design innovative PPP approaches and technology options on urban sanitation and waste management service delivery and product development that can best suit for the different cities/towns in Ethiopia.
· Develop model Public-Private – Partnership strategy/approach that can suit with different cities/towns in the country on urban sanitation and waste management services delivery
· Organize expertise forum to get feedbacks and validate the developed PPP model and draft MoU
· Develop model MoU that will be signed among different sector actors for proper functioning of the PPP approach.
· Advocate for the implementation of the developed PPP approach.
· Propose appropriate technology options for household level solid waste handling, grey water management and hand washing facility
· Facilitate national, regional and city/town level advocacy forums to strengthen the private sector involvement on urban WASH service provision and support the development of coordination mechanisms.
4. Organize capacity building training for national, regional government and SEUHP staffs on the concept of proper Public -Private -Partnership (PPP) and its implementation approaches in relation with urban sanitation and waste management service delivery and product development as well as developed business model and capacity building packages .In this regard, the consultant will do the followings:
· Based on the assessment conducted, identify key challenges.
· Develop capacity building materials for public institutions and private sectors actors.
· Conduct national level and region level trainings on developed business model and capacity building packages on proper PPP for WASH

SEUHP will have the following key roles and responsibilities
§ Prepare detailed work plan with time line and arrange discussion with the consultant
§ Facilitate for the consultant access to required information and resources related to the work
§ Provide work station/office during working days for the consultant as per the agreed up on schedule
§ Provide support (financial and logistics) in executing activities that are planned and implemented by the consultant as per the SOW/detailed plan
§ Facilitate and organize meetings with the respective sectors and individuals in relevant sectors.
§ Monitoring of implementation and deliverables of the assignment
§ Handle the payment for consultant / consultancy fee as per the contractual agreement
§ Assign environmental health and an engineering professional to complement the required technical requirements during assessment and technology option development
· In consultation with the Senior Environmental Health Advisor, develop detail work plan to accomplish the activities indicated under SOW
· Attend office on the days that are agreed up on by the consultant and SEUHP
· Execute the activities as per the detailed work plan
· Closely work with relevant SEUHP and partners’ staff
The consultancy service will cover 10 months (February - November, 2017).The consultant will dedicate 2 days per week for the work where he/she will be in the SEUHP office.
The consultant will be paid the agreed up on amount of compensation on monthly basis .He/she will be signing and submitting time-sheet for the days he/she will be in the office.
· Advanced Degree (M. Sc or PhD) in Business Development, Marketing, Social Sciences, or related field with a background in business development of micro-enterprises and/or micro-finance; entrepreneurship training and extensive experience in social and commercial marketing approaches.
· At least 10 years of professional experience working in a business development, sanitation marketing and supply chain communication capacity.
· Experience in small business and SME development is desirable.
· Experience and knowledge on entrepreneurial approaches and market based services provision is required.
· Demonstrated knowledge of SME sectors, particularly urban sanitation business development, sanitation marketing approaches, and promoting developed business and markets.
· Capacity to conduct supply chain analyses related to water supply, sanitation and hygiene services and products/ technology options in urban context.
· Knowledge and skills in project planning, implementation, and monitoring and evaluation.
· Experience in bridging academia with policy environment, working with local communities and government agencies at national, regional and/or municipality levels.
· Experience and skill in generating evidences/scientific papers and developing models in business areas
· Advanced communication, interpersonal, negotiation, and listening skills.
· Capacity and experience in handling high level advocacy and meetings using evidences
· Good skills in presentation, documentation and information management.
· Excellent computer knowledge of packages like Excel, and MS Word.
· Strong writing skills, including experience in producing reports, and other informational documents.
· Fluency in both Amharic and English languages required
