Background
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Ethiopian government recognizes the high economic value of livestock and its products like milk, meat and leather produced through the traditional pastoral farming. Therefore, the pastoral and agro-pastoral population is supported in strengthening their drought resilience, allowing them to adapt their farming system to a changing natural and economic environment. German development cooperation participates with the program “Strengthening Drought Resilience of the Pastoral and Agro-Pastoral Population in the Lowlands of Ethiopia” (SDR) in selected pilot areas in Afar and Somali. Major activities will be participatory land use planning with all stakeholders in selected kebeles, water harvesting and rehabilitation of degraded rangeland followed by participatory rangeland management as well as training for pastoralists, administration and service providers. To set this new program up, a team of experts is needed keen to work for pastoralists communities. The jobs will offer the opportunity to form together a challenging project. For its Strengthening Drought Resilience (SDR) program office GIZ is looking for:-

A Responsibilities:
The accountant is responsible for:
· Cash payments and deposits of different projects at the bank;
· Cheque payments of different projects;
· Ensuring that financial administration functions well in accordance with GIZ standard procedures;
· Effectively coordinating with the staff of the finance team or the Commercial Affairs Department at GIZ Head Office (GDCO);
· Support to financial planning, monitoring and accounting for GIZ-assisted projects.
B Tasks:
The accountant
· Handles petty cash accounts;
· Secures and records financial transactions on Cash and Bank books on daily basis;
· Collects receipts for payments made and attach with vouchers;
· Ensures accurate and timely processing of payments;
· Processes and issues the Program’s official Cash Receipt for all incoming cash;
· Processes and issues Withholding Tax Receipt to the payer wherever applicable;
· Makes a timely cash replenishment request when the cash account reaches to the minimum balance;
· Maintains records of recent advances which are not yet processed in WINPACCS and provide to the accountant and/or Finance Manager when requested;
· Maintains and files financial documents properly;
· Follows-up on collection of VAT receivables;
· Arranges for monthly telephone and internet bill settlements;
· Follows-up and arranges for monthly withholding tax payments;
· Reconciles physical cash and bank balances with the books balance;
· Reports when there is surplus or deficit of cash money;
· Keeps financial records in line with professional standards;
· Oversees efficient use of funds;
· Coordinates effectively with colleagues of the GIZ finance section;
· Ensures an accurate and timely monthly closing of the cash and bank accounts to send to GIZ Office for further processing;
· Supports financial audits;
· Supports administrative matters;
· Contributes to gender-sensitive environment;
· Support the SDR programs activities and respective finance teams in the Afar and Somali Region;
· Performs any other duties as required.
C Competences:
· Familiarity with relevant accounting software and proficiency with Microsoft Word and Excel;
· Confidential handling of data and information;
· Strong interpersonal and service skills;
· Strong organization and time management skills;
· High attention to detail;
· Definitive integrity;
· Very good written and spoken English skills.
D Qualifications and Experience:
· Degree in Accounting from a recognized college;
· Minimum of 5 years of experience as accountant and cashier in a comparable position.
