TERMS OF REFERENCE (TOR) TO EDIT AND COMPILE ACCESSIBILITY AUDIT REPORTS
Ethiopian Center for Disability and Development (ECDD) is a non-governmental, non-religious, non-profit development association reregistered in Ethiopia under the Charities and Societies Proclamation No. 621/2009 as an Ethiopian Residents Charity on 6 February 2016 (Registration No. 0321). ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.
ECDD is currently implementing a project entitled “Promoting Inclusive Vocational Training and Employment for Persons with Disabilities” which is funded by the Irish-Aid Ethiopia, targeting 8 selected TVETs located in three Major regions (Amhara, Oromia and Southern Nations Nationalities and Peoples’ Region) and two city administration (Addis Ababa and Dire-Dawa).
The Main objectives of the project include:
1. Increasing access to mainstream vocational skills training opportunities for 100 youth and adults with disabilities (50% women)
2. Improving opportunities for self-employment through the formation of cooperatives and small businesses for 80 trainees (50% women)
3. Increased wage employment through internship opportunities benefitting 20 youth and adults with disabilities (50% women)
4. Improved monitoring, documentation and learning
As part of the project activities, ECDD has conducted physical accessibility audit on 8 selected TVETs located in Addis Ababa, Adama, Assela, Bahir-Dar and Hawassa. The major objective of the audit was to assess whether the TVET institute, office and workplaces - its interior as well as exterior facilities – and its services are accessible to persons who have physical, seeing, intellectual or hearing impairments, and persons using mobility aids such as wheelchairs, crutches or white canes.
Hence, ECDD has trained accessibility auditors who have successfully completed assessments of the TVETs, inter alia, the school premise, the entrances, communal areas, canteens, classrooms, libraries, computer labs and other administrative offices of the schools. Up on assessing these facilities, the auditors submitted their final assessment report and recommendations for improved accessibility of facilities and possible modification works.
Therefore, in order to compile the accessibility audit findings in a structured format and disseminate the findings to the audited TVETs, ECDD now wishes to invite interested bidders who have the expertise and experience in report editing, formatting and compiling.
SCOPE OF WORK
1. Review the draft 100 page accessibility audit report of 8 TVETs formatted in Arial font, 12 point font size, 1.5 line spacing & justified Paragraph alignment with supporting pictures;
2. Undertake extensive editing and proofreading of the entire accessibility audit report fixing the English grammar, appropriate choice of words, sentence and paragraphs construction, the unity and coherence of the report, and all formatting related issues (including font size, alignment, indentation and line spacing);
3. Compile the whole school audit report with clear divisions of cover page, introductory part, table of contents, summary of findings as well as recommendations and conclusions;
4. Submit the soft copy of the first draft report to the ECDD for feedback;
5. Collect and incorporate all comments and recommendations from ECDD and produce the final edited report;
6. Submit the final compiled report (in hard and soft copies) as per the agreed work specifications.
ELIGIBILITY CRITERIA FOR APPLICANTS
Interested firms or individuals are required to submit the following documents:
TIME FRAME
1. The first draft of the report shall be submitted to ECDD within 5 working days after the signing of the agreement;
2. The final compiled report shall be delivered to ECDD in hard and soft copies not later than 5 working days after receipt of comments on the first draft from ECDD.
MODE OF PAYMENT
1. First installment of 50% of the total agreed fee upon the signing of the agreement;
2. Final installment of 50% of the total agreed fee after submission of an acceptable final edited and compiled report by ECDD.
