Background
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Ethiopian government recognizes the high economic value of livestock and its products like milk, meat and leather produced through the traditional pastoral farming. Therefore, the pastoral and agro-pastoral population is supported in strengthening their drought resilience, allowing them to adapt their farming system to a changing natural and economic environment. German development cooperation participates with the program “Strengthening Drought Resilience of the Pastoral and Agro-Pastoral Population in the Lowlands of Ethiopia” (SDR) in selected pilot areas in Afar and Somali. Major activities will be participatory land use planning with all stakeholders in selected kebeles, water harvesting and rehabilitation of degraded rangeland followed by participatory rangeland management as well as training for pastoralists, administration and service providers. To set this new program up, a team of experts is needed keen to work for pastoralists communities. The jobs will offer the opportunity to form together a challenging project. For its Strengthening Drought Resilience (SDR) program office GIZ is looking for:-
Job Title: Junior Finance and Administration Officer

A Responsibilities:
· Supporting the implementation and monitoring of an overall smooth and correct functioning of the complete accounting system of the program in line with GIZ procedures following internationally accepted accounting principle and procedures;
· Assisting an efficient coordination with colleagues at the country office and GIZ SDR Program Office and regional offices in matters related to financial transactions processing;
· Supporting the program office to meet GIZ SDR reporting deadlines;
· Supporting the Finance and Administration team on financial matters;
· Assisting with a smooth functioning of the accounting system in line with the GIZ standard procedures.
B Tasks:
· Support with compiling and submitting complete financial documents to GIZ Office under the guidance and supervision of the finance and administration manager;
· Compile VAT documents, prepare claim summary for sending to GIZ Office and follow-up on the reimbursement;
· Support with the invalidation and approval of all payment vouchers, invoices, receipts before forwarding it for payment and booking;
· Assist the cashier/accountant in daily checking of payments against the cash/bank book entries;
· Support timely payment of utility bills and withholding tax payments by checking the correctness;
· Ensure that financial files are labelled and filed according to GIZ’s regulation;
· Provide required documents for an auditor whenever Internal Control is conducted and assists on follow-up of auditor’s findings;
· Support with monitoring the daily cash flow records, the level of liquidity and bank balances;
· Assist with keeping and updating annual leave records of the national staff;
· Ensure that the personal files of the employee are properly maintained;
· Support the administration team;
· Perform any other duties as required.
C Competences:
· Familiarity with relevant accounting software and proficiency with Microsoft Word and Excel;
· Strong interpersonal and service skills;
· Strong organization and time management skills;
· Very good written and spoken English and Amharic skills.
D Qualifications and Experience:
· Qualification in business administration with a focus on finance or related area
· Initial experience (internship or similar) in this area.
