In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

Position Title: Project Officer – MEAL
Job Grade: IV
Duty Station: Addis Ababa
Employment Term: Indefinite period, contingent upon funding of MEAL Unit
Reports to: Program Manager – MEAL

1. Job Summary:
The MEAL Project Officer will be responsible for finalizing the design of, and implementing and managing M&E system building on earlier work, including the recent Simple Measurements of Indicators for Learning and Evidence based Reporting (SMILER) M&E system development coaching week. He/she will be focal person for the Information Communication Technology for Development (ICT4D) initiatives for projects within CRS Ethiopia. He/she will work closely with Country Program ICT4D Advisor to set up and operate supportive computerized system for projects, facilitate learning in reflective events and manage communication of M&E findings on time. The Officer will support and develop MEAL capacities of partner staff and primary stakeholders for managing and implementation of SMILER. S/he will be responsible to ensure CRS Ethiopia meets its MEAL Policies and Procedures (MPP) requirements and donors’ M&E requirements.
2. Purpose of the Position:
Work closely with CRS and partners staff in implementing MEAL Policies and Procedures stipulated in CRS MEAL Policies and Procedures (Document #: POL-OOD-PRG-008)
Design and implement project MEAL system as per CRS/ET’s standard
Work closely with CRS/ET ICT4D team in respect of creating supportive computerized system for projects, facilitating learning and manage communication of MEAL
Develop and support partners & stakeholders MEAL capacities
3. Specific Duties
3.1 Project Design
3.2 Implementation
Refine and implement SMILER M&E systems and procedures
Implement projects specific SMILER and modify based on lessons learned.
Recommend and implement M&E best practices, common standards, systems and tools
Regular visits to field to ensure that projects MEAL system is being implemented effectively by staff and partners
Engage with and support CRS project managers and officers to ensure adherence to MPP audit trial requirements by their respective projects

Plan and advise the MEAL Program Manager about monitoring and evaluation activities and support to sectoral units;

Lead or assist base line surveys, mid-term and final evaluations
3.10 Representation
Represents CRS in prime and subs M&E Technical Committee
Provide focal point person role and responsibility regarding monitoring activities pertaining to projects
3.11 Gender Integration in MEAL Activities
Ensure gender responsive indicators are developed during project design
Develop gender sensitive data collection tools
Ensure data in all project reports are disaggregated based on gender
Review project data quarterly with a gender-focus, identifying project activities and results that are not adequately benefiting women and girls and drawing these to the attention of appropriate project staff.
Ensure regular monitoring and other evaluation checklists are gender responsive
Ensure Participation of male and female staff, resource persons and community members in regular monitoring or different evaluations undertaken (as data collector, information provider, etc.)
Integrate gender in all MEAL trainings
Ensure implementation of MEAL sector specific gender action plan by respective projects
3.12 Other
Completion of 1st Degree or 2nd Degree in Social or Natural Science
Experience:
Relevant experience of 5 years for 1st Degree or 2 years for 2nd Degree
2. Other competencies /Knowledge, Ability and Skill
Understanding data and information requirements and policies of CRS/ET
Sound knowledge of M & E system
Strong quantitative and qualitative analysis skill with ability to work with data S/W packages
Good understanding of beneficiary tracking, methods for managing data quality assessment
Ability to write reports, and training modules and manual and M&E systems
Fluency in English (both oral and written skills)
Ability to design develop, and implement training
Ability to work effectively under stressful condition
A high level of computer literacy
