ROLE PURPOSE:
The Field Operations Manager (FOM) will be responsible for managing, supporting and coordinating emergency responses that alleviate suffering and minimise mortality for disaster affected children and their families under the West Hub structure to ensure quality implementation of emergency projects/programmes with close collaboration with humanitarian department. She/he will ensure that teams implement high quality programs at scale that impact positively on the lives of children and other vulnerable refugees and that meet with Save the Children’s Humanitarian Framework, Operating Standards, SPHERE standards and our commitments to donors, UNHCR and the Government of Ethiopia. The Field Operations manager will also be responsible for the below listed tasks
Ensure internalization and adherence to Save the Children’s Vision, Mission, Core Values and Principles.
Provide regular communication and coordination with the Hub leadership and various Country Office departments
In the event of a major humanitarian emergency or other crisis, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Ensure Staff Safety and Security through context analysis and follow up on the MSOP’s
KEY AREAS OF ACCOUNTABILITY:
1. Ensure internalization and adherence to Save the Children’s Vision, Mission, Core Values and Principles.
1.1 Facilitate internalization of all the basic values and principles for all the operational area staff through different setups.
1.2 Ensure in coordination with the CO HR that all newly recruited staff receives appropriate and sufficient orientation on the basic values, and principles of the organization.
1.3 Encourage all the staff to reflect, live up to and communicate the basic values and principles of the organization in all their areas of responsibilities and to stakeholders
1.4 Ensure that performance evaluation of staff takes into consideration the adherence to the basic values and principles of the organization.
2 Represent Save the Children in the respective Woreda / Zone and Regional State in which the FO is located
Build smooth functional relationship with the Bureaus and relevant offices in the Woreda / Zone and Regional State
Facilitate agreements signing and support letters solicitation for programmatic purpose from relevant Wordean / Zone /Regional Sector Bureaus;
Ensure program integration with the Woreda / Zone / Regional States’ development programs for all sectors and resource mobilization
Coordinate the facilitation of concepts and proposals development for resource mobilization
Facilitate initiation of project concepts based on participatory need assessment and community priorities on an ogoing basis in coordination with the PDU unit in the CO
Facilitate involvement of local stakeholders including sectoral offices and community in project identification and conceptualization of the same.
Liaison with all relevant PDQ / PDU / Support and program staff in the CO for improving of the concept papers and submission to potential donors to mobilize resource.
Provide overall coordination and management for all programs implemented in the Impact Area.
Facilitate effective supervision of the timely and quality implementation of program components per planned activities, through FO AIR meetings ensuring burn rate and other program KPI’s are green
Provide overall management support to planned activities in the Operational Area.
Facilitate participatory monitoring and evaluation of the program implementation through the MEAL unit and relevant stakeholders (see also point 5)
Ensure sustainability of the program components and facilitate smooth phase out and handover of programs
Liaison and network with all local stakeholders to enhance relationship and program ownership and implementation.
Ensure smooth networking and relationship building with local stakeholders including local government, community and NGOs working in the area including the integration and synergy and experience sharing of programs
Promote the basic values and principles of the organization in the process of the relation building with the stakeholders
Ensures effective management and steward utilization of available resources for intended purposes and reporting .
Facilitate internalization of appropriate utilization of resources by type of expenses as planned and encourage transparency with the relevant stakeholders on the same.
Ensure all staff are aware of our anti FRAUD policy and ensure reporting of any possible cases of mishandling of resources as per the policy
Ensure and proactively Follow up and monitor utilization of all types of resources including cash, commodity, vehicles, computers and others available to the FO.
Make sure that all available properties and assets under the custody of the FO are properly documented and kept updated every year for auditing and inventory taking and receive appropriate maintenance and proper handling.
Ensure quality and timely periodic reports are prepared and disseminated to all relevant bodies, including donors, local and Regional government, CO, etc.
Ensure that all organizational rules and procedures are adhered to and the right documentation and formats are used in the process of making procurments, payments, hiring and all other support functions.
Facilitate with all relevant bodies that resources flow down and reach the targeted people (especially in relief distributions if appropriate).
Facilitates good HRM, capacity building and human capital development in the FO
Facilitate with relevant bodies staff capacity building programs and training through conducting workshops, on-the-job training discussion forums and experience sharing with similar actors.
Ensure that there is succession plan and intentional coaching and orientation for capable staff.
Facilitate formation and development of teamwork and mutual learning through discussion working together.
Ensure that positive thinking and appreciative mindset as well as learning from mistakes and even failures is promoted in staff relationship and performance evaluation and program implementation.
Ensure the implementation of the Effort Reporting System is done appropriately and used as per the guidelines
Provide regular communication and coordination with the Country Office and ensure Matrix management
Ensure timely and regular relationship and information sharing is in place with all relevant CO departments/Divisions facilitating matrix management with support functions and program units in the CO .
Facilitate situation reports and communication to the CO on urgent and relevant issues such as security updates, emergency situation assessment reports, programmatic issues discussed with the relevant stakeholders, etc.
Participate in all relevant meetings and discussions in the CO as deemed necessary.
Ensure Staff Safety and Security as well as Child Safeguarding is managed through context analysis and follow up on the MSOP’s
Ensure the Field Office Safety and Security plan and rules are in place and adhered to
Report any security incidents to the Program Operation Director, Head of Safety and Security and the DCD Operations. Manage incidents in coordination with the same.
Ensure Child Safeguarding policy and reporting meachnisms are in place and actively practiced by all staff and programs. Report any incidendes as per the policy.

Excellent oral and written communication skills
Fluent in English, Amharic (with the exception of post identified as needing international staff due to local context) and preferable in the language of the region
