CARE Ethiopia is a humanitarian non-governmental organization committed to work with poor women and men, boys and girls, communities and institutions, to have a significant impact on the underlying causes of poverty that aims at contributing to economic and social transformation, unleashing the power of the most vulnerable women and girls, honoring their dignity.
CARE Ethiopia is planning on starting a new project using the Personal Advancement and Career Enhancement (PACE) Life Skills Training Curriculum that was developed by the GAP corporation for use with female garment workers in Asian garment factories. The Gap, Inc., commonly known as Gap Inc. or Gap, is an American worldwide clothing and accessories retailer.
Gap Inc. initiated the Gap Inc. P.A.C.E. (Personal Advancement & Career Enhancement) life learning program was launched in 2007 in two garment factories in India. The program has since expanded to Bangladesh, Cambodia, China, Indonesia, Jordan, Myanmar, Pakistan, Sri Lanka, and Vietnam. An innovative factory-based program, the main focus of the Gap Inc. P.A.C.E. program is to positively impact female garment workers (FGWs) by providing them with foundational skills and support that will help them advance in the workplace and in their personal lives, through life skills education and technical training. The curriculum consists of 10 modules on different themes, three of which are considered “core” modules. There is also an additional basic literacy module that is used when the target population lacks the basic literacy skills.
CARE seeks to work with GAP to expand the PACE curriculum and start using it in different countries in Africa with rural women, using the extensive network of VSLAs that already exist. However, as the curriculum was developed specifically for the garment sector is Asia, the curriculum must be adapted and contextualized to the local reality and context of Ethiopia.
CARE has developed a proposal for this purpose. The objective of the project is:
To positively impact the lives of women in Ethiopia, and help them advance in their livelihoods and in their personal lives through life skills education, thereby strengthening their personal agency and economic empowerment
In Ethiopia, CARE has been particularly successful in integrating additional development interventions with the core VSLA platform, most notably through the conceptualization of a Village Economic and Social Association or VESA. A VESA has a VSLA at its core and is enhanced through other value-added interventions tied to nutrition and food security and engaging men to advance women’s empowerment. CARE Ethiopia’s overall VSLA footprint includes both stand-alone VSLAs and VESAs, which include a VSLA.
With a VSLA as the entry point, VESAs help members enhance financial literacy and business skills, gain exposure to agricultural technologies and information, form linkages to microfinance and input/output markets, and adopt other livelihoods interventions. VESAs also proactively engage men and women in dialogue about household resource control, workloads and other areas of gender equity. As a result, VESAs build social cohesion and capital and are a relatively safe and fertile environment for training/discussion on social and cultural norms that may impede development and contribute to food insecurity (e.g., gender inequality, infant feeding practices, etc.).
The Personal Advancement and Career Enhancement (PACE) curriculum provides an opportunity for Ethiopian women who are members of VSLAs and VESAs to build life skills that positively contribute to their agency, self-confidence, and economic empowerment. This is complemented by the VSLA/VESA approach, which provides a structured and safe environment in which women can learn and apply their newly acquired knowledge and skills.
The purpose of the consultancy is to:
1) Work as part of a team to adapt and contextualize specific modules of the PACE curriculum to the Ethiopian context for that will be effective with women in rural communities; and
2) Train CARE Community Facilitators on how to deliver the adapted modules to targeted women from VSLAs/VESAs.
The adaptation and contextualization of the PACE curriculum will be undertaken by a team of three (3) consultants:
1) An expert with extensive experience working with the PACE curriculum
2) An expert within CARE with extensive experience working with VSLAs
3) An Ethiopian educational expert with extensive experience working with life skills education, basic literacy, curriculum development, and teacher training
In order to achieve the above purpose, the consultant will focus on but not be limited to the following:
C.1: Adaptation and Contextualization of the PACE Curriculum (approximately 1 and ½ months)
- Study the PACE curriculum to become familiar with the overall objective of the training and the specific content of the modules. This will be necessary in order to understand how the curriculum can best be adapted to the Ethiopian context.
- Determine what would be the most appropriate way to adapt and contextualize four (4) selected PACE modules, specifically:
o Basic Literacy
o Communication Skills
o Problem Solving & Decision-Making
o Time & Stress Management
- Work with the other 2 consultants to adapt and contextualize the curriculum for the Ethiopian context.
Appropriate formats and illustrations/graphics, and other learning tools should be selected and/or developed to ensure that PACE materials meet the needs and educational levels of Ethiopian women who are members of VSLAa/VESAs. The women will be selected from VSLAs and VESAs in two locations: 1) East and West Hararghe in Oromia region, and 2) Hawassa in SNNPR. The contextualized and adapted modules will then be translated into the local languages.
C.2: Train CARE Community Facilitators and Team Leaders on How to Use and Deliver the Adapted Curriculum (approximately 2 weeks)
- Conduct a 6-day workshop with four (4) CARE Community Facilitators and two (2) Team Leaders on how to use and deliver the adapted curriculum.
- During the workshop use interactive and other adult-oriented learning approaches to ensure that the Community Facilitators and Team Leaders are fully trained in the use of the adapted curriculum. The training should provide extensive practice using the materials so that the Community Facilitators are confident of their ability to deliver the modules effectively.
In coordination with the PACE expert and the VSLA expert, the consultant is expected to deliver the following high quality deliverables:
1) Adaptation and Contextualization of four (4) PACE modules:
a. Basic Literacy
b. Communication Skills
c. Problem Solving & Decision-Making
d. Time & Stress Management
Appropriate formats and illustrations/graphics, and other learning tools should be selected and/or developed to ensure that PACE materials meet the needs and educational levels of Ethiopian women who are VSLA/VESA members.
The adapted and contextualized modules must be high quality and ready for translation into the local language.
2) Conduct Training of Adapted and Contextualized Modules to CARE Community Facilitators and Team Leaders in a 6-day Workshop
The Consultant will plan, design and lead a 6-day workshop with 6 CARE staff members to train them on how to use and deliver the adapted and contextualized PACE modules to women from VSLAs. The training will be interactive and use adult-learning approaches. The training should provide extensive practice using the materials, so that the Community Facilitators are confident of their ability to deliver the modules effectively.
The timeframe for the consultancy will be approximately 2 months:
Mid-April – end of May:
Work with the team of consultants to adapt and contextualize the four modules of the PACE training curriculum
First two weeks of June:
Conduct a 6-day TOT training workshop with CARE staff on using the modules. Prepare CARE staff on how to use and deliver with quality the adapted and contextualized modules to women from VSLAs. The training will be interactive and use adult-learning approaches. The training should provide extensive practice using the materials, so that the Community Facilitators are confident of their ability to deliver the modules effectively
Consultants/firm who meet the requirements should submit expression of interest, which should include the following:
§ Cover letter: That describes how the candidate’s previous experience matches the consultancy objectives as well as its interest for the consultancy. This letter should not be longer than one page.
§ The Technical Proposal which contains the interest and motivation of the consultant or firm, clear framework, methodology and approach, timeline/work plan, comments on the Terms of Reference (TOR), brief experience and profile of the consultant or firm, and any other relevant information regarding the specific assignment. A work plan for this assignment should be developed in relation to the methodology suggested by the consultant/firm and the number of days set for this assignment. This technical proposal should not be longer than 20 pages.
§ Copy of renewed trade license, tax related registration certificates, etc.
§ CVs, including detailed work experience and education;
§ A sample of recently completed work for similar assignments or projects;
§ Good knowledge and experience in life skills education and adult education;
§ Extensive experience in curriculum design for adult learners;
§ Experience in adapting and contextualizing life skills education materials for the Ethiopian context;
§ Extensive experience in planning, designing and conducting training workshops on use of educational curriculum;
§ Extensive experience in building the capacity of educational trainers in a rural context;
§ Previous experience in the empowerment of women and gender equality will be an asset.
§ Minimum of Post graduate degree in education, curriculum development, or related fields, with demonstrated, relevant professional practice during the last five years;
§ At least seven years of hands on experience in curriculum development;
§ At least seven years of hands on experience in planning, designing and conducting training workshops on use of educational curriculum;
§ Must be experienced in developing and implementing gender-sensitive teaching methodologies;
§ Experience in the use of interactive and adult learning approaches that are relevant to rural communities in Ethiopia;
§ Strong interpersonal skills and the ability to communicate and work well with diverse people.
§ Proficiency in Oromiffa/Sidama in addition to Amharic is an asset
