Position: Human Resources Manager
Duty Station: Addis Ababa with some travel to the field offices

OBJECTIVE
CARE Ethiopia is seeking a Human Resources Manager who can develop effective relationships with line managers and provide a professional HR service to the County Office. Reporting to the Administration Director, the overall purpose of the position is to support and contribute to the attainment of the overall CO strategic business plans and objectives through effective management and leadership of the HR function in the Country Office.
The position holder will provide practical, consistent, and proactive support, direction and advice to other managers on HR procedures, policies, best practices, employment rewards, benefits, and legislation to facilitate in achieving the objectives and targets of the organization.
Key Responsibilities Include:
· Policy and Management – develop (or update) implement and maintain CARE Ethiopia human resources policies and procedures across the organization, including training programs to educate and promote awareness of regulatory compliance
· Strategy and Planning – linking HR key objective and priorities to the Country Office Strategic Objective and provide direction in the annual HR planning process
· Learning and Development – assess staff training needs, develop, implement and monitor effectiveness of staff training programs
· Performance Management – supervise and manage the implementation of performance management system, staff development and orientation processes - deliver performance management programs that drive a high performance culture.
· Recruitment and Selection – direct and manage the recruitment and selection process, and train line managers in interviewing and assessment procedures.
· Reporting and Management of Human Resources Metrics – produce reports on key metrics, including remuneration and benefits, absenteeism and turnover. Ensure reported issues are addressed
· Leadership – advise senior management potential HR risks regarding staff management issues and manage staff issues in line with the HR policy and in line with the local labour law
· Administration – take the lead in ensuring employee safety, welfare, wellness and health in compliance with the law
Candidates need to have:
· Degree in Human Resource Management, Organizational Behavior, or related Social Science field
· 3-4 years of proven experience in HR senior position, including high performance in the full range of human resource management activities (recruitment, competency based assessment, selection, performance management, development, talent management, reward, employee relations etc.)
· Substantial knowledge of Human Resource administrative procedures and systems
· Substantial knowledge of employment law

· Knowledge and understanding of Gender, Equity and Diversity (GED) in general and HR issue related to GED
· Excellent interpersonal, coaching, communication, negotiation and consultative skills at all levels
· Ability to engage with and win the respect of leaders to successfully influence them on key change initiatives
· Demonstrated commitment to health, safety and environmental policies and procedures, including development and training of staff in these areas
· Strong managerial skills and ability to motivate and inspire team
