Job Summary
As a member of the Monitoring and Evaluation /Technology team based in Addis Ababa, the Assistant Monitoring and Evaluation Specialist will report to the Monitoring and Evaluation Manager, head of the Monitoring and Evaluation / Technology unit.
The incoming candidate will identify opportunities to strengthen Digital Green Ethiopia’s on-ground operations by consolidating and analyzing information/data. The position will play a critical role in ensuring data quality across project sites, and monitoring the effectiveness of data process tracking methodologies.
The incumbent will travel frequently across engaged project sites to work with Assistant Program Managers as well as any field-level enumerators conducting various research studies. Field visits could entail any/all of the following primary activities – (i) strengthening quality assurance protocols, (ii) conducting quality assurance field visits, (iii) monitoring various M&E processes and (iv) providing iterative support to field team members on M&E processes, activities and studies being undertaken.
Although this position will require frequent site travel, the position will also be responsible for accurate preliminary data aggregation and analysis on multiple data sets, leading project teams to a solutions-focused mind-set rooted in on-ground realities and facts..
Key Responsibilities
A. Strengthening data quality
Data Collection:
· Regularly travel to operational woredas and support field team to execute quality assurance visits
· Determine data needed to be collected and the appropriate data sources for specific program issues
· Formulate and facilitate appropriate data collection procedures
· Work closely with field team members to ensure data quality standards are accurately being met by implementing regular communication and follow-up
Data Management:
· Maintain close working relationship with Technology Manager and provide access to PMs/APMs to enter quality assurance data timely
· Formulate and facilitate appropriate data management procedures with respect to QA
· Ensure QA COCO data system is operational by liaisoning with Technology Manager
· Follow up with field team members to ensure all QA data is entered timely
· Troubleshoot data submission errors and data error issues
· Perform and document procedures for data preparation including data cleaning, standardization and basic analysis
· Develop data collection and evaluation methodologies (including format design, data compilation, relevance and usage tools) for both internal and external users (woreda, zonal and regional)
· Work with internal and external stakeholders to improve tool usage
· Determine and track indicators to further determine progress / improvement across data quality
B. Consolidate data and report
· Prepare monthly, quarterly, and annual data analysis and reports for distribution and presenting during review meetings (including QA data)
· Identify data quality improvement areas as well as progress made to M&E manager on a weekly basis
· Interpret data and assess the findings of multiple sources of data based on field team and Addis-level requests.
C. Support field teams to roll-out M&E related activities
· Travel frequently to gain understanding of on-ground realities and to understand perspective of field team members with respect to M&E related activities
· Provide support to ensure accurate, timely roll-out of multiple studies requiring enumeration, surveys and follow-up
· Illustrate importance of M&E activities to field team members
· Perform other duties as assigned by the SupervisorQualifications and Experiences
· BA degree with 5 years of experience OR MA degree with 3 years of experience
· Degree in any of the following disciplines: Agricultural Economics, Statistics, Sociology, Measurement and Evaluation, Information Technology, or other relevant field of study
· Years of experience across the following sectors: Community Development, Rural Development, Agriculture, Nutrition
· Years of experience working with NGO(s) as well as government agencies (could be as a partner and not directly)

Skills and Competencies
· Excellent working knowledge of Microsoft Office applications including intermediate knowledge of Excel and other statistical analysis software
· Strong experience working with aggregated data sets, data tools and methodologies
· Ability to create presentations and reports supported by facts
· Keen organizational and time management skills (ability to manage workloads and prioritize demands)
· Detail-oriented and meticulously accurate
· Ability to manipulate databases/web based applications in order to provide relevant data / information
· Demonstrate enthusiasm with a healthyappetite towards learning
· Self-starter and strong ability to take initiative at work
