Tuberculosis Technical Advisor:
FHI 360 is recruiting a leader with tuberculosis (TB) technical expertise and programmatic experience to join our team. The Technical Advisor will serve in a leadership role in areas of prevention, diagnosis, and treatment of TB. A significant proportion of the candidate’s work will be in the context of the USAID’s global technical assistance project, Challenge TB and the follow-on project anticipated in about 2 years. Other work would be in support of FHI 360’s HIV care and treatment programs across Africa that have TB-HIV co-infection diagnosis and treatment as a major focus.
Challenge TB is a global TB control program funded by the U.S. Agency for International Development (USAID) and implemented by the coalition led by KNCV Tuberculosis Foundation (KNCV) and includes FHI 360, American Thoracic Society (ATS), International UNION Against Tuberculosis and Lung Disease (The UNION), Japan Anti-Tuberculosis Association (JATA), Management Science for Health (MSH), World Health Organization (WHO), Interactive Research and Development and Program for Appropriate Technology in Health (IRD).
The overarching strategic objectives of Challenge TB are to improve access to quality patient-centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms. The TB technical advisor will support USAID’s Challenge TB project in Mozambique and Zambia with a focus on work-plan development, technical quality, program implementation, reporting, and funder & partner relations.
Overall, the Technical Advisor assumes increasing responsibility for the technical quality and implementation of several FHI 360 TB project including working with country-based teams developing annual work plans and budgets, implementation, monitoring, and reporting. S/he coordinates and works closely together with National TB programs, USAID missions, the Global Fund, project beneficiaries and other stakeholders to successfully implement TB projects (Challenge TB and Bilateral programs) potentially in Tanzania, Mozambique, Kenya, Zambia, Uganda, Rwanda, Burundi and others.
The Technical Advisor provides technical assistance in the prevention, diagnosis and treatment of childhood and adult TB to programs in the field while building strong linkages between TB and HIV/AIDS care and treatment. S/he builds relationships and collaborates with FHI 360 teams, USAID Missions, regional field offices, regional partners (public and private), host country governments and NGOs in the design, integration and implementation of TB programs and TB-HIV integrated services based upon FHI 360’s best practices and USAID, WHO, and/or country-specific strategies and objectives.
The Technical Advisor will also contribute to proposal writing and other business development efforts, as appropriate. English verbal competency is required and written competency highly desired.
Qualifications:
· Highly Preferred Education/Experience: Clinical degree such as MD Doctorate Degree or its International Equivalent with Masters and / or PhD (medicine, epidemiology); or advanced practice nurse highly experienced in the TB field with 5-8 years of experience with scientific disciplines developing strategies in research studies and scientific projects.
· Required Education/Experience: Master’s Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field with 8-11 Years of experience in education, health, behavioral, or social sciences or related field.
· Expertise in TB-HIV is required, and experience in other areas of TB highly desired, such as community-based DOTS, childhood TB, Programmatic Management of Drug Resistant TB (PMDT), new drug introduction, or knowledge of Private-Public Mix (PPM).
· Proven experience in implementing TB (TB prevention, diagnosis & treatment) programmatic work in Africa.
· Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
· Must be able to read, write, and speak fluent English. Portuguese is desired, but not required.
· Prior work experience in a non-governmental organization (NGO) or in work-related academic, governmental, or industry setting.
