Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Procurement Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
The Procurement Officer is responsible for the effective delivery of procurement services in order to obtain the best value for money, through a collaborative, quality and results-oriented approach in accordance with systems and procurement policies of NRC in Gambella Office.
Generic Responsibilities:
The responsibilities depend to some degree on the existing organizational chart of the Country Program and the size and complexity of the operations. If these responsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.
· Implement and train staff in NRC’s procurement policies and procedures at office level;
· Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes;
· Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management);
· Training and development of procurement team at office level;
· Prepare, check and share plans, records and PTS reports as required and implement filing system/archives according to procedures.
