INTRODUCTION
The Ethiopian Center for Disability and Development (ECDD) Association is a local development organization that is registered as an Ethiopia Residents Charity by the Federal Charities and Societies Agency, Registration No. 0321. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” – the inclusion of disability issues and people with disabilities in mainstream government and non-governmental service delivery and development projects and programs in Ethiopia.
Currently, ECDD is looking for a consultant(s) to undertake an end line evaluation for one of its projects entitled, “Promoting Inclusive Education for Children with Disabilities (PIECD)”, which is funded by the European Union and co-funded by Light for the World International. The project, which began in November 2013, has been implemented by ECDD for the past three and one half years including a No Cost extension period, with a total budget of 186,103 Euros. The project aimed to improve the enrolment and retention of students with disabilities in the targeted regions by establishing inclusive schools. The target schools were in 4 regions and 12 towns namely: Amhara (Debre Markos, Bahir Dar, and Woldia), Oromia, (Adama, Ziway and Shashemene), Tigray (Mekele, Adigrat and Adwa) and Southern Nations, Nationalities and Peoples’ Region (Woliata Sodo, Dilla and Yirgalem).
The general objective of the project was to help secure the right to education of Children with Disabilities (CWDs) and their families in Ethiopia. The specific objective of the project was to improve the technical and managerial capacity of schools and organizations working in the education sector to provide and increase access of children with disabilities to inclusive education.
In order to achieve the overall and specific objectives of the project, PIECD engaged actors at three levels: strengthening institutional and non-state actors (Result 1); building the capacity of community-based organizations (CBOs) (Result 2); and supporting an inclusive learning environment in schools (Result 3).
PURPOSE OF THE EVALUATION
The project evaluation is to be undertaken with the objective of measuring achievements in the implementation of all planned project activities and expected results, including impacts and the sustainability of the results.

TIMEFRAME
The evaluation should be conducted from 8 May – 12 June 2017 (35 days in total) including planning and design, travel, data collection, desk review analysis and write-up. The consultant(s) is required to submit a technical proposal giving the timeline for the assignment along with the person days input required for each stage of the tasks. The first draft report is expected on 5 June 2017, with the final report expected to be delivered on 12 June 2017.
