Job Purpose
The primary purpose of the Project Manager is managing FSL activities in Shabelle zone of Somali Region. The post-holder will hold primary budget holding responsibilities for FSL project. S/he will contribute to programme strategy, ensure close co-ordination and integration with other projects and foster good working relationships between all sections of the team and with communities, local leaders and counterparts. S/he will work closely with the Field Office Manager Gode, FSL Technical Specialist, Head of FSL, and Finance, Human Resource and Logistic staffs.
Key Accountabilities
Manage the implementation and development of the SC FSL activities in Shabelle Zone of Somali region. This includes the management of the relevant project budget and providing direct supervision, implementation and operational support to FSL Officer, Field Monitors and any other additional staffs.
Provide management support to the FSL Teams - this should include identification of staff training needs, and training to ensure competency in appropriate methodologies, participation in regular staff supervision and in the completion of periodic staff appraisals.
Manage relationships with SCI implementation partners in Shabelle Zone for all FSL project related activities and ensuring timely, accurate and relevant reporting from the partners.
Support the FSL Technical Specialist and Head of FSL in developing a thorough analysis of the food security and livelihoods situation through primary and secondary assessments and with due consideration for child rights and objectives of the programme if needed.
Supervise the FSL project teams in delivering activities according to the proposal and project plan.
Ensure the implementation of sufficient monthly monitoring and evaluation of FSL activities.
Monitor significant changes against the established baselines as agreed with the FSL Technical Specialist and Head of FSL.
In collaboration with the FSL Technical Specialist/ Head of FSL ensure timely reporting to contribute to the programme and relevant FSL networks (egg FEWSNET, FS cluster etc).
Contribute to the development of a clear analysis of the operating environment and context on the ground and to how changes in the context may affect the programme's work.
Ensure that all staff adheres to procedures and guidelines relating to staff safety and security.
Comply with the SCI in Ethiopia policies and practices with respect to child protection, health and safety, equal opportunities and other relevant policies and procedures and code of conduct.
Perform any other assignment required by the line manager (agreed according to workload).
QUALIFICATIONS, EXPERIENCE AND SKILLS
University Degree in development studies or any other social sciences
A minimum of least 5 years management experience in the INGO environment, including exposure to field operations in both emergency and development programs
Good understanding of livelihoods concepts and issues in both emergency and development context.
