In Ethiopia, NCA established its country office in 1974. Program areas for 2016-2020 include: WASH, reproductive health, climate resilience and humanitarian aid.
Area of Specialization/Focus: Emergency Response with WASH as Priority Sector

Duty Station: Addis Ababa with frequent field travel
Length of Contract: One Year (with possibility of extension)
NCA Ethiopia is seeking Emergency Program Officer who will be responsible to provide technical support both to refugees and drought responses implemented with collaboration of NCA and Partners. He/she is an expert on responding to challenges related primarily to Emergency WASH, and relevant experience on GBV and livelihood projects management. He/she supports also the development of new projects plans and budgets, supervision and monitoring of emergency response projects in line with quality standards set for the sectors. He/she closely supports the fundraising efforts, grant requirements and changing circumstances. The Emergency Program Officer works closely with Senior Humanitarian Program Coordinator and other programmes coordinators, implementing partners and other NCA staffs.
Key Responsibilities:
Provides required technical support in planning, designing, implementation, monitoring and evaluation of project activities
Plan, monitor, and report day to day emergency response interventions at the areas of assignment
Ensure effectiveness of emergency response interventions in collaboration with concerned stakeholders and partners
Organize and coordinate sanitation and hygiene promotion and campaign activities.
Organize and facilitate capacity building trainings for Emergency WASHCOs and scheme care takers.
Support NCA refugee response interventions relevant to the WASH and GBV sectors.
Assess the capabilities and constraints faced by NCA humanitarian project implementing partners and provide proactive guidance and support on project planning and prioritization, proposals design, technical backstopping etc.
Takes part in the feasibility and baseline assessments in different emergency locations of the country.
Make regular follow-up and monitoring of water and sanitation schemes with emphasis on technical soundness, accountability, effectiveness, quality and sustainability.
Adopt and ensure implementation of basic guidelines and standards for emergency response multi-sectoral projects e.g., WASH, GBV and drought response
Advise and adopt innovative practices in the sectors of interventions.
Cooperate with other program staff (WASH, Climate Resilience (CR) and Reproductive Health/RH) to ensure good coordination/synergy.
Collect and communicate updated data related to emergency response relevant to NCA intervention areas.
Participate and engage in refugees and other clusters and working groups meetings relevant to NCA programmes and report back.
Reporting: Draft quarterly, semi-annual and annual report of the humanitarian section and submit to the supervisor on timely basis.
Job Requirement
Qualifications:
MSc or BSc in engineering related to water resource management from a recognized university.
Minimum of 5 years of experience for BSc and 3 Years’ for MSc, relevant experience in managing dominantly Emergency WASH projects in I/NNGOs environment
Demonstrated project management skills including for planning, organization and supervision.
Understanding of the global and national humanitarian sector challenges, key responses and working with forums/networks
Experience with donor compliance and from working with local partners and authorities.
Personal qualities:
Ability to work under pressure and meet deadlines.
Excellent communication skills including proficiency in English, written and oral.
Able to team-up with staff and work both independently, and who maintain motivation of self and others.
Strong personal integrity and commitment to accountability.
Excellent computer basic skills including use of engineering software
