OBJECTIVE: The purpose of WASH Policy and Communications specialist is to lead the development of policy objectives at national and regional levels based on CARE’s program experience. S/he also engages in appropriate policy forums and sector discussions at the national, regional, and local levels and contributes key learning and evidence from CARE programs. The post holder will also enhance collaboration and partnership with relevant government and sector stakeholders and improve the exchange of information and best practices between woreda and zone-level governments and stakeholders. In addition, in collaboration with Head Office and Field Office staff, the Policy and Communications Specialist will be responsible for leading development of key program written materials, including relevant policy and position papers, and briefs describing key learning and sector recommendations. In particular, she/he will lead development of a policy influencing strategy for WASH/Neglected Tropical Diseases (NTDs), and document key policy recommendations derived from CARE’s WASH and NTD program in South Gondar. The incumbent will also work closely with CARE Program Quality and Learning team and other program staff to promote CARE’s work for wider audiences.
The WASH Policy and Communications specialist will also be responsible for developing and implementing a policy influencing strategy, informing policy objectives of program at all levels (federal, regional and woreda level) and tracking, analyzing and reporting results over time. The core result expected from the post holder will be significant policy change at a regional level, and influence on implementation for WASH and NTDs at a national level. The post holder will work closely with the WASH Program Coordinator, Learning and Knowledge Management Advisor, CARE Ethiopia’s WASH+ Team at Head Office and Field Office levels, and the CARE USA Water Team based in Atlanta.
RESPONSIBILITIES AND TASKS:
§ Develop and implement a policy and advocacy agenda for CARE’s WASH/NTD program, which includes engagement and representation in WASH and NTD forums and discussions at national, regional, and zonal levels where appropriate; identification of relevant WASH and NTD stakeholders at the national and regional levels; identification of key learning and evidence from CARE’s WASH and NTD programming that can inform policy and practice at national, regional, or zone levels; and analysis of key WASH and NTD sector priorities, identification of opportunities for cross-sector collaboration
§ In collaboration with the WASH+ Coordinator and Learning and Knowledge Management Advisor, develop a learning, policy, and advocacy agenda for CARE Ethiopia’s broader WASH+ program, including identification of and regular communication with key stakeholders and strategic partners, particularly around key issues relevant to CARE’s WASH+ programming and priorities; analysis of key WASH sector priorities and trajectories, and relevance to and opportunities for CARE WASH+ programming, with particular attention to opportunities for integrated programs
§ Facilitate cross-program and cross-geographic learning within CARE Ethiopia, relevant to key WASH+ issue-areas,
§ Create a capacity development plan for staff and partners, focusing on key learning and advocacy, and addressing key gaps
§ Organize and facilitate annual government reviews, learning, and benchmarking as relevant
§ Lead networking with and communication of status updates, approaches, and lessons learned from CARE’s WASH/NTD programming to WASH and NTD partners and government stakeholders on a regular basis
§ Write policy briefs, position papers, implementation guidelines, and documents that describe lessons learned and recommendations for scale, relevant to WASH/NTDs
§ Write policy briefs, position papers, lessons learned and other communications materials in consultation with WASH+ program staff
§ Work with media, partners and other networks to disseminate and scale learning and best practices
§ Communicate with all those involved in the sector including government at different levels, research institutions, community organizations, NGOs and others influence policy and approaches and encourage innovation
§ Documentation of key lessons learned from CARE’s WASH and NTD program relevant to policy and practice at scale, including costs and benefits of integrated WASH/NTD programming; promising practices and opportunities in WASH/NTD integration; WASH behavior change strategies with demonstrated uptake and impact on NTD control; WASH/NTD program elements with highest potential for impact at scale; and others as defined in collaboration with the WASH+ colleagues and Water Team members
§ Dissemination of key lessons learned to relevant stakeholders and more broadly within the WASH and NTD sectors, at local, regional, and national levels
§ Dissemination of lessons learned in relevant international WASH and NTD forums and discussions (in collaboration with the CARE Water Team Policy Advisor)
§ In collaboration with WASH+ LDM advisor, document and share lessons and best practices derived from CARE’s WASH+ programming
§ Organize and facilitate events as relevant, including: workshops, meetings, symposium, learning events, or others, to disseminate learning and share experiences among stakeholders and partners at different levels
§ Work to embed policy and advocacy goals and approaches into WASH+ program design and implementation
§ Work with the WASH+ Program Coordinator, other WASH staff including CARE Water Team, and PQL to develop, demonstrate, scale, and measure impact of relevant tools, approaches and technologies for WASH/NTDs
§ Work with the WASH+ team to develop different promotion and advocacy tools which are appropriate for different levels of intervention, including community, government, donor etc., with a particular emphasis on tools relevant to WASH/NTDs
