JOB TITLE: Associate Director, Programs

For the USAID funded Caring for Vulnerable Children (CVC) Project in Ethiopia, FHI 360 is seeking qualified candidate for the position of Associate Director, Programs to be based in Addis Ababa.
Duties and Responsibilities:
As a member of CVC project team, the Associate Director, Programs participates in planning, implementation, monitoring and reporting. The specific responsibilities of holders of this post include but not limited to:
I. Program Management
· Manages and/or participates in assessment, design team, capacity building and program start up activities.
· Supports development and submission of work plans, budgets, quarterly reports and other deliverables for assigned projects, ensuring technical quality and achieving donor expectations.
· Monitors implementation of work plans and compiles monthly summary progress reports on work plan activities
· Assists to ensure projects meet established objectives and deliverables and ensures appropriate monitoring of projects and project sub-awards to achieve financial, administrative and programmatic goals as articulated in the project document.
· Participates extensively in the development and implementation of technical assistance tasks/activities and research and evaluation services (e.g., client needs assessments, development of evaluation of conceptual models, grantee evaluation plans, instrument development, etc.).
· Oversees the technical input of regional managers, consultants, and subcontractors working under assigned project activities.
· Creates schedules and tracks submission of deliverables ensuring compliance by assigned projects.
· Collaborates with the Technical Directors in communicating with local implementing partners and regional managers/staff about overall project implementation process.
· Works with the project teams to ensure quarterly, semiannual and annual reports are of high quality, responsive to the contractual reporting requirements and prepared and submitted on time, including providing a higher level review of all report before submitting to the donor.
· Works in close collaboration with Finance and Operations Director to ensures strong collaboration between regional managers and MEL teams including organizing and leading standing meetings (as well as other communication and coordination mechanisms) between these groups ensuring work plans are implemented as planned, targets are achieved and within budget.
· Institutes communication and coordination systems to ensure project data is used for decision making and information is shared across assigned projects and analyzed at multiple levels from community level to portfolio level.
· Assists the DCOP in the documentation and dissemination of performance and results.
· Supports capacity building and contributes to the overall strategic goals of any CVC project.
· Conducts annual performance assessments of designated staff
· Participates in proposal development for new projects, as assigned.

· Previous experience implementing internal projects.

· Proven expertise in a range of capacity building techniques and understanding of situational leadership.
· Demonstrated ability to identify capacity gaps then develop and implement plans to address it.
· Problem solving skills to identify and lead the resolution of issues
· Good attention to detail and analytical skills
· Computer literate (i.e. Word, advanced Excel, Outlook, financial systems).
· Cultural awareness and ability to build relationships quickly with a wide variety of people
· Patient, flexible, able to improvise and communicate clearly and effectively under pressure
· Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
· Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
· Basic understanding of operational programming, including the realities of the context
Education and Experience:
· 10+ years of experience in MA/BA Degree or higher in relevant field – International development, Business Management, Social Work, Public Health and Social Sciences.
· Oversee and leads projects, set realistic priorities, and plan for the successful implementation of activities.
· Familiar with USAID funded programs and corresponding regulations and communication styles.
Problem Solving & Impact:
· Often advises and creates plans based on analysis of issues and trends, and how these links to the responsibilities, capabilities, and potential of the technical area.
· Scans an ever-changing, complex environment in anticipation of emerging crises/challenges related to project implementation and opportunities.
· Resolution requires in-depth analysis, cross-functional assessment and understanding of organization’s and CVC project strategic directions, and must consider the complex interdependencies related to the problem.
