Welthungerhilfe/German Agro Action is an international NGO with Head-Quarter in Bonn and working in Africa, Asia, and Latin America. Welthungerhilfe/GAA is fighting to help free the world of hunger and poverty. This vision is the basis of our organization’s character and activities. Welthungerhilfe/GAA secure funds from private donations and international funding organizations, for example, EC, USAID, UN-OCHA, ECHO and German Government. We work in the sectors of Rural Development, WASH, Natural Resource Management and Social Development. Welthungerhilfe/GAA Ethiopia follows partnership approach for project planning, implementation, and administration with Ethiopia Partner-NGOs and in exceptional cases WHH/GAA implements projects by itself.
Project Description
The Drought Emergency Response project has planned to reach a total of 39,600 Agro/ pastoralists affected by the current drought in Dillo and Miyo Districts of Borena Zone, Oromia Region with improved access to water, livestock feed and cash based interventions over a period of 9 months – starting 1st April, 2017 at a total outlay of 880,000 Euro obtained from the German Ministry of Foreign Affairs (90%) and Welthungerhilfe own fund (10%). Action for Development (AFD) is the local implementing partner for this project.

II. Objectives, duties, areas of responsibility
1. Objectives of the position:
The aims of the job are to co-manage and co-implement the Drought Emergency Response Project together with the local partner in Borena on the basis of specified directives in terms of content, schedule and budget. The project is carried out in accordance with Welthungerhilfe standards and the directives/provisions of the co-financer (or the donor).
The Head of Project is responsible to give guidance and support for the partner and assure the operative implementation of the project and the appropriate use of funds. He/she is responsible for coordination, planning and implementation, correctly and duly reporting to Welthungerhilfe's regional office.
2. Duties and area of responsibility
2.1. Duties with own area of responsibility
· The Head of Project will assist the partner to carry out the project according to the co-financing agreement and Welthungerhilfe's standards for the implementation of projects.
· The Head of Project in consultation with the partner is responsible for modifying and continuing project planning and the project budget.
· When purchases are made locally by the partner, the Head of Project is responsible for observing internal or external procurement directives.
· Assist the partner in preparing and/or examining distribution reports.
· Prepares status reports according to Welthungerhilfe standards or the rules of donors.
· Is responsible for bringing the project to an orderly conclusion.
· Is responsible for the security of expatriate staff and national staff involved in the project and for the implementation of the security plan.
2.2 Duties without own area of responsibility
· Prepares and supervises visits (journalists, staff from Head Office, representatives of co-financers, etc.)
· Performs other tasks which arise during the course of an assignment in the country.
2.3. Activities and duties of the position (not of relevance to the assessment)
Strategic Management and Leadership
• Maintain an analysis of the humanitarian context in the Oromia Region and use this to inform interventions;
• Liaise closely with Welthungerhilfe programmes and other key institutions and allies nationally regionally and monitor key crisis indicators;
• Develop mechanisms for monitoring of the humanitarian project with an emphasis on accountability to affected populations and using digital data gathering as a preferred option where appropriate;
• Manage an appropriate response to humanitarian crises in line with agreed standards (e.g. Core Humanitarian Standards, Code of Conduct; SPHERE, Welthungerhilfe Gender Policy etc.) and Welthungerhilfe’s best practice.
1. Knowledge / Qualifications
1.1 Professional/formal qualification: Technical college degree; Bachelor's
1.2. Job-related professional experience: 2 to 5 years' professional experience outside Europe

· Knowledge of local language (Borena Oromiffa) will be an added value
