Job Summary
. Provide support to RHB to implement systemic approach in documentation, record keeping, development and submission of quality report and analysis of this report and utilization of the data for continuous service improvement.
Duties and Responsibilities
• Provide technical support to RHB to collect and organize PEPFAR required MER HIV AIDS, PMTCT, STI, TB/HIV data report either from HMIS data or from non HMIS data;
• Work with M&E department to support RHB to develop performance indicators and simple data use tool for all areas of implementation.
• Mentor M&E staffs at the RHB and zonal health department in performance data analysis and interpretation and use of data for performance review and continuous quality improvement.
• Support regional health bureau in the analyses of M&E capability gaps from the SI transition capacity needs assessment conducted in COP 13 and prepare detailed action plan;
• Support Seconded, experienced M&E expert at each RHB to provide ongoing M&E capacity building for regional M&E and zonal M&E staff;
. Support RHB in the recruitment of M&E staff and in training of newly hired M&E staffs on HMIS , HIV /AIDS data management , computer and data base trouble shooting and maintenance , PEPFAR MER reporting and strategies;
• Provide technical assistance to the RHB to enable them to develop a system of M&E mentorship and mentorship tool like check list and feedback tool;
• Support RHB in the development of M&E SS to zonal wereda and site HMIS staffs;
• Support RHB in the management of regional data base /center for HIV AIDS service as part of the HMIS data base
• Provide TA to RHB in the preparation of technical specification for computers, printers and UPS back up devices
• Support RHB in provision of database management training to zonal and facility staffs
• Support RHB in the development, printing and distribution of source document (patient level and register), data quality assurance, Cohort wall charts and feedback tools.
• Support RHB in conducting regular source document DQA, and follow up quality improvement plan with site staff involvement in data collection
• Support RHB to closely follow the regular updating of electronic database at facilities supported by the regional office.
• Actively participate in documentation of experiences, lessons learned, case studies and other technical documents;
• Prepare the CU ICAP regional offices monthly, quarterly, semi-annual and annual work plans and reports;
• Conduct target site visit as necessary;
• Perform any other related duties assigned by the Regional Director
. BSC/MSc Degree in Health informatics or M&E from recognized college/university
• Health background will be an asset
• 5 years related work experience
· Ability to establish and maintain excellent work relationship
· Strong interpersonal communication skills
· Proficiency in written and spoken English.
· Basic computer knowledge with ability to use the MS office application
. Knowledge of Oromiffa language is Mandatory.
