General Summery
ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
In partnership with the United States Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIA) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide allocation of resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
ICAP, in partnership with the Ethiopian Public Health Institute (EPHI) of the Federal Ministry of Health (FMoH) and the Centers for Disease Control and Prevention (CDC), is planning to conduct a PHIA to estimate the population-level impact of the national HIV prevention, care and treatment programs in Ethiopia. In addition to providing important programmatic information to the EPHI/FMoH and relevant stakeholders, this assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.

Job Summary:
Mange the day-to-day operation of the EPHIA project human resource activities and maintain staff profile using appropriate data base; Oversee the administration of HR policies, procedures and programs.
MAIN DUTIES AND RESPONSIBILITIES:
· Maintain both hard copy and electronic files of personnel records
· Ensure that local hire personnel issues are addressed according to the pertinent labor laws, the Local Hire Manual, and ICAP Standard Operating Procedures.
· Advise on pay and other remuneration issues, including promotion and benefits;
· Identify upcoming vacancies in coordination with Head and Regional offices.
· Prepare vacancy announcements, review applications, and provide a short-list to those offices.
· Assist the Sr. HR Officer in shortlisting candidates.
· Arrange and conduct interviews to select candidates.
· Serve as a secretary of the Staff Recruitment Committee.
· Prepare minutes of selection and all other supporting documents and get them signed by the Selection Committee members.
· Make sure that all formalities are completed for newly recruited staff. These include: reference checking, collecting copies of credentials, completing bio data forms, opening personnel file, and prepare hire letters.
· Ensure that all formalities are fulfilled for terminated staff. These may include getting exit interviews conducted, and completing clearance.
· Maintain staff lists with contact addresses and email to all staff.
· Arrange induction orientation and briefing to new staff members.
· Update the HRM system on a real time basis.
· Provide all information required for payroll preparation.
. Advise on the development of staff, information system, employee relations, training development, benefits, compositions.
· Ensure that all employment terms & conditions for local hire staff are in compliance with ICAP’s SOPs and the Local Hire Manual.
· Perform other related tasks as assigned by the Immediate Supervisor.
· BA Degree in Management or in HR related fields of study from an accredited institution with two years experience.
· Diploma in Management or in HR related fields of study from an accredited institution with four years of experience
Knowledge, Skill and Ability Required
· Sound knowledge of Ethiopian Labor Proclamation in force
· Knowledge of modern business communication, including style and format of letters, memoranda, minutes, and reports.
· Skill to use a personal computer and various software packages.
· Ability to establish priorities, work independently, and proceed with objectives without supervision.
· Ability to handle and resolve recurring problems.
· Ability to establish and maintain effective working relationships with subordinates associates, other department directors and managers and external bodies.
· Ability to perform multiple tasks simultaneously
. Excellent computer skills should be stressed.
· Proficiency in written and spoken English
