Call for Expression of Interest (EOI) for Consultancy Service
Qualitative Data Analysis and Report Writing for Study entitled: “Assessment of Public Latrine Management and businesses being implemented by Addis Ababa Water and Sewerage Authority and Emanuel Development Association in Addis Ababa”
Strengthening Ethiopia’s Urban Health Program (SEUHP) is supported by the U.S. Agency for International Development (USAID). John Snow, Inc. (JSI) is the prime implementer in close partnership with Federal Ministry of Health, Regional Health Bureaus and City/Town Health Offices. Addis Ababa University and Emmanuel Development Association are national implementing partners.
SEUHP aims to improve the health status of the urban population in Ethiopia by reducing HIV/TB-related Maternal, Neonatal and Child morbidity and mortality, and by reducing the incidence of communicable and non-communicable diseases. SEUHP currently works in 47 cities/towns across five regions; Amhara, Harar, Oromiya, South People Nations and Nationalities and Tigiray and two administrations; Addis Ababa and Dire Dawa. SEUHP’s urban sanitation and waste management interventions are being implemented in all SEUHP interventions, regions and city administrations in order to:1) Create an enabling environment required to implement WASH interventions; 2) Increase access to improved sanitation and hygiene facilities and; 3) Increase the adoption of hygiene behaviors on key WASH practices.
This assessment focused on public latrines constructed by Addis Ababa water and sewerage authority and Emanuel Development Association (EDA) and attached with other income generation services/facilities. Other public latrines managed using conventional approaches were not included. Therefore, this assessment was planned to identify the pros and cons of the public latrine operation management practices, to identify key activities to further strengthen the existing initiative and to document lessons to enrich the business model developed for proper public latrine management.
· The general objective of the assessment is to identify the existing experience of public latrines attached with other income generation services and facilities being implemented by Addis Ababa water and sewerage authority and Emanuel Development Association in Addis Ababa.
· Identify the pros and cons of the current public latrine management attached with other income generation services and/or facilities being implemented by AWSA and EDA
· Identify possible interventions to further strengthen the existing public latrine operation and management
· Document the lessons learned and include these in the newly developed public latrine management model
· The general population of the study includes 100 public latrines constructed by Addis Ababa Water and Sewerage Authority with new public latrine management initiative and all public latrines constructed by EDA attached with bio digester, cafeteria, and public shower in Addis Ababa.
· The study population includes 20 public latrines (20% of the total) constructed by AAWSA with new public latrine management initiative and five public latrines constructed by EDA.
Six trained data collectors conducted the face to face in-depth interviews with service users (exist interview), observation of the public latrine using a semi-structured guide. The data collectors also facilitated and moderated the planned FGDs and KIIs. Field note taking and audio-taping served the basis for the primary data using in-depth interviews and FGDs. The data collectors transcribed and translated each interview and focus group discussion.
· Key Informant Interview (KII): Thirty (30) key informant interviews were conducted with AAWSA, EDA, the Federal SME Agency, the Addis Ababa Health Bureau, and with 25 SME leaders.
· Focus Group Discussion (FGD): Four focus group discussions were held with a total of 25 SME members each, and two focus groups were held with a total of 25 health extension professionals.
· Exist interview: Exit interviews were conducted with service users, both of the latrines and the other services offered, at each of the 25 latrines being studied
· Observations: direct observations of the latrines were conducted at each of the 25 facilities.
The following data collection tools/instruments were used:
· Public Shower Observation Checklist
· Exit Interview questionnaire for latrine and/or other service/product users
· Exit Interview questionnaire for other services
· Focus Group Discussion Guide for SME members and UHE-ps
· KI Interview Guide for SME Agency, SME leaders, AAWSA, RHB, EDA
To ensure data quality, experienced and qualified data collectors, who have Masters Degree in Environmental Health and related field of study were employed. Moreover, data collectors received technical guidance and close follow-up from the research coordinators.
The ethical clearance and getting permission to implement the study project was facilitated jointly by the JSI/SEUHP and Respective local authority. Study subjects were verbally consented for their willingness to be interviewed without posing their freedom for withdrawal. Confidentiality of data was maintained anonymously using codes during data collection, data analysis and reporting. Privacy was also maintained using neutral sites from any form of disturbance. While the risk is invisible except spending few minutes for the interview, the benefit is enormous in terms of getting a baseline that could be input for program and policy interventions. Experienced data collectors were recruited and trained to consider all the provisions of respondents as human subjects.
The consultant will work in collaboration with JSI/SEUHP M&E team who will facilitate access to the data and other additional information or resources. The specific tasks of the consultant include:
Ø Review relevant literature and project documents related to the assignment
Ø Organize the raw data (which is already collected)
o (30) key informant interviews
o (4) focus group discussions
o (25) conducted direct observations conducted on latrines
o Quantitative results from 241 clients (the analysis is already done, and the result will be triangulated into the qualitative report)
Ø Conduct thematic or content analysis and present/share preliminary result for comment
Ø Prepare draft report of the assessment with all major components of scientific paper:
- Executive summary
- Introduction
- Statement of the problem
- Significance of the study
- Review of related literature.
- Method
- Results (Findings from the assessment for both Quantitative and Qualitative)
- Discussion
- Conclusions
- Recommendations and proposed solutions/actions
- Annex
Ø Submit the draft report in word document (electronically) and prepare presentation
Ø Submit all data (code books, transcripts, etc…)
Ø Incorporate comments and submit the final draft of the report in hard copy and electronic copy
The consultant can be an individual or team of consultants with excellent knowledge and skill of qualitative data coding, analysis and technical report writing related to health and/or WASH.
The evaluators have the following, qualification, skills, and experience:
- A degree in public health, WASH or development studies
- Relevant experience on operational research, monitoring and evaluation.
- Aware of the urban hygiene and sanitation condition in Ethiopia particularly Addis Ababa
- Previous experience in similar work
The assignment is planned to be accomplished with in four weeks after the date of signing the contract and before June 30, 2017.
