For USAID- Caring for Vulnerable Children Activities, FHI 360 Ethiopia seeks to recruit three (3) Regional Managers, to be based in Addis Ababa, Bahir Dar, and Hawassa towns.
JOB TITLE: Regional Manager
REPORTS TO: Associate Director, Programs
LOCATIONS: Addis Ababa, Hawassa and Bahirdar
Position Description
The Regional Manager will be responsible for the overall regional program management, leadership and technical oversight for the overall planning, organizing, directing, coordinating, implementing, monitoring evaluation and Learning(MEL) of FHI360’s USAID-Caring for Vulnerable Children Activities. The holder of this position will represent the FHI360 Country Office and the USAID- Caring for Vulnerable Children Activities at regional and sub-regional structures and other constituents. S/he will oversee regional and sub-regional program implementation; operational activities, closely work with local government structures, other USG implementing partners, support, liaise with implementing partners and supervise technical and operations staff in the region.
Accountabilities:
Technical Leadership
· Closely work with key government offices, and supporting BoWCAO,BoLSA, RHB/HAPCO and other Government structures, to fulfill its leadership and stewardship mandate for child welfare at all levels, and act as the convener of a multi-sectoral, system of care in its region.
· Provide overall technical leadership and coordination for the implementation of USAID Caring for Vulnerable for Vulnerable Children Activities.
· Provide technical leadership to Local Implementing Partners (LIPs)for effective and integrated implementation of the project.
· Support the development of periodic Detail Implementations Work Plans (DIPs), budgets, valid quality reports, participate/lead operational researches, guidelines, job aids, and other relevant technical documents.
· Support development of different project technical tools, guides and standard operating procedures, building on what is working well on the ground.
· Participate in the process of strengthening functional health, economic and social referral and linkage system at region, zone and woreda levels and strengthening local coordinating units
· Collaborate with implementing partners and multi-sector government bureaus and offices to increase the capacity of key child welfare stakeholders within the system of care to address barriers and challenges that limit the availability, reach and quality of essential services for OVC
· Render technical support and mentoring to build capacity of LIPs and community structures, through cascading approach to enable them to render appropriate and quality services for vulnerable children and families.
· Coordinate performance evaluations, trainings, workshops, networking meetings, monitoring and supportive supervision, periodic review meetings with concerned stakeholders.
· Support continual learning and collaboration between regional and intra-regional teams, including documentation and dissemination of success stories, case studies and lessons learned;
· Represent FHI 360 Ethiopia and the program at various forums and networking meetings including but not limited to the regional government structures, Civil Society Organizations and other constituents.
Management and Leadership
· Closely follow-up and execute management of regional budget allocation, utilization and monitoring.
· Oversee regional office set-up, logistics and administration, and ensure strong communication between the regional office and Country Office.
· Mange regional office budget, advances and reconciliation between Program and admin/finance staff, and ensure processes are in line with central office standard operating procedures.
· Ensure timely and accurate financial reporting to the Country Office.
· Ensure budget utilization and reporting is in line FHI 360’s policy and procedures and standard operating procedures.
· Supervise and conduct performance appraise of regional office staff.
· Asset management including vehicle management and other resources of the program in the region.
· Ensure that the regional office establishes a culture of compliance which is evidenced by reports issued by the Finance and Admin Officer.
Monitoring and Evaluation
· Support MEL unit in conducting different assessments, operational research and evaluations;
· Develop regional annual DIP and follow-up progress of implementation of the work plan;
· Support the development of MEL plans and its implementation;
· Monitor the performance of the program jointly with country office staff and concerned government offices with pertinent stakes.
· Participate in MEL activities including designing of indicators, data collection and supportive supervision tools, and regular data quality assurance assessments.
· Compile, review and submit high quality and timely technical, programmatic and financial reports of the region.
Minimum Requirements:
· Masters (MSc) degree in Social Work, Public Health, Nursing and business management.
· Minimum of eight (8) of experience in community based Highly and Vulnerable Children Care and Support programs, particularly in the following thematic areas: Health/HIV/AIDS, Food and Nutrition, Child Protection, Psychosocial support, Economic Strengthening, Shelter and Care.
· At least 5 years’ Managerial experience and team management experience.
· Strong experience in working with regional government structures as well as community level structures.
· Strong program management skills as well as contribution to budget and work plan preparation.
· Demonstrated experience in and implementing community-based program interventions.
· Proven experience and effectiveness in the planning and facilitation of trainings and systems strengthening activities.
· Proficiency in computer skills including use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Outlook and Excel, internet etc.
· Ability to work well with others and to develop and maintain compatibility among project staff, consultants, recipients of assistance and LIPs and community structures.
Travel Requirements:
§ minimum of 25 percent of the time.
