JOB SUMMARY : The Monitoring, Evaluation Officer under the close supervision of the Area Manager will implement FGAE’s monitoring and evaluation systems in the Area Office. He/She will be responsible for adapting and implementing appropriate and viable M& E system and ensure that programs and projects in the Area Office are performed as planned to bring about the desired impact through monitoring, evaluation, research and documenting lessons learnt; RESPONSIBILITIES & TASKS : 1. Design project monitoring and evaluation framework in coordination with the Program coordinators; 2. Conducts and organizes research including baseline surveys pertaining to family planning and reproductive health by designing appropriate data collection instrument; 3. Designs and develops data collection instruments to be used for research and evaluation purposes; 4. Initiates, identifies and takes part in the study and implementation of projects. Measures periodic progress of family planning and reproductive health and recommends appropriate actions to be taken; 5. Develops a statistically significant design for survey which will include designing of sampling frame, methodology of drawing up the sample, analysis technique and quality control procedure; 6. Conducts research, studies on family planning and reproductive health that assist in strengthening FGAE’s quality of services and service statistics for informed decisions; 7. Undertakes baseline surveys in the areas of new program/projects of intervention ; 8. Undertakes periodic evaluation and review of project performance; 9. Collects, compiles and analyzes quarterly physical implementation and budget utilization of various programs and present same to supervisor; 10. Collects, compiles and analyzes service statistics and other data; 11. Prepares yearly statistical abstracts of the Association; 12. Enters data generated from baseline surveys and other researchers into the computer, analyzes the data and produces the resultant output; 13. Assists the Research and Evaluation Officer in designing appropriate methodology, conducting surveys and producing reports as well as in evaluating projects; 14. Provides information on activities of the Association as required; Carries out other similar activities as may be assigned by the immediate supervisor. Skills : · Strong quantitative and qualitative analysis skills, with proven ability to work with data software packages, such as SPSS/SAS/EP info; · Interest and demonstrate potential to research and documentation of project/program progress and best practices; · Advice on appropriate intervention, ability to design models and implement program review and evaluation; · Excellent report writing and communication skills. · Other Computer Proficiency in MS word, EXCEL, Access, General : · Good team player and Willingness to work extra hours · Energetic and enthusiastic approach to work and willingness to travel to Area Offices; Willingness for frequent travel to project areas
