LI-WAY is a five-year program implemented by a consortium of partners composed of SNV Netherlands Development Organization (SNV), Mercy Corps (MC), TechnoServe (TNS) and Save the Children International by the financial support from the Swedish International Development Cooperation Agency (Sida). The overall objective of the program is to contribute to sustainable poverty reduction and social stability in Addis Ababa. The specific objective is to improve the livelihoods situation of 200,000 poor people, of which at least 50% are women and 75% youth, by increasing their income and access to economic opportunities. The program will achieve this through activating, catalyzing and promoting market-based solutions to address systemic constraints that undermine the potential of selected sub-sectors in creating jobs and increasing income for women, youth and the poor in Addis Ababa.
The program begins with an 8-month Inception Phase during which time intensive research and analysis, including extensive stakeholder consultations, will inform intervention design to be launched during the Implementation Phase. The design of and rationale for the 5- year Implementation Phase will be approved by the conclusion of the Inception Phase.
The Deputy Program Manager will play a key role in the design and implementation of TechnoServe’s interventions under this this new, exciting, impact-focused employment and entrepreneurship development program. An intellectually curious but practical analytical thinker with strong interpersonal skills and emotional intelligence, s/he will play a leadership role in ongoing research into prioritized market systems and also manage important day-to-day relationships with public and private sector counterparts engaging, supporting and employing women and youth in Addis Ababa. The Deputy Program Manager will give special attention to deeply understanding the profile of the poor women and youth (end-beneficiaries) who will ultimately benefit from LI-WAY.
The duties and responsibilities of this role fall into the following four categories:
Support design and lead ongoing research into market systems
Manage external relationships with partner enterprises, stakeholders and represent Program, TechnoServe
· Support transparent selection of and negotiations with private sector partner firms and effectively manage day-to-day relationships with selected partner firms
· Build and nurture partnerships with organizations key stakeholders and counterparts, including GOE offices and authorities as well as NGOs
· Represent program and TechnoServe externally and host guests, as needed
Develop deep understanding about end beneficiaries: poor women and youth in Addis Ababa
· Identify ways to understand the complex, needs and opportunities of women and youth in Addis Ababa as well as the constraints they face
· Work with Monitoring Evaluation and Learning colleagues to conduct surveys; manage and facilitate data collection, as needed
· Support preparation of internal and external reports and other documents
Support team leadership
· Promote learning and gender equality within team and with partners
· Follow up, support, coach and guide colleagues and team members;
· Support work plan updating as required and other management tasks delegated by Program Manager
· Coordinate and work closely together with the LI-WAY consortium team in earnest partnership
Required Qualifications and Capabilities
· A true passion for and commitment to economic empowerment of women and youth
· A Master’s degree in business, economics, public policy or other relevant discipline with 5-6 years experience or a Bachelors with minimum of 7-8 years
· At least three (3) years of professional management experience – ideally a blend of private sector and international development
· Innovative mindset; creative thinker
· Experience working in Addis Ababa/Ethiopia and knowledge of the city/country
· Knowledge of and familiarity with private sector companies, entrepreneurship, labor market
· Experience analyzing sectors, in terms of economic opportunities and constraints and leading teams in this process; familiarity with a business plan
· Excellent problem solving and analytical skills; a self-starter
· Strong interpersonal/people management and organizational skills and excellent oral and written communication skills a must, including report writing and presentations
· Willingness and ability to travel internationally and domestically when necessary
· Strong skills in business software (Word, Excel, PowerPoint etc.)
· Fluency in written and spoken English and Amharic

· Knowledge of market systems facilitation or Making Markets Work for the Poor (M4P) methodology
· Experience in system transformation initiatives and/or systemic approaches to market development
