Description of the Project
JOHN’s Rig Project is a WASH development project under implementation in five districts of East Gojam zone of Amhara region namely Sinan, Aneded, Gozamen, Debre Elias and Machakel. It is an eight-year project started in May 2016 in Partnership with Organization for Rehabilitation and Development in Amhara (ORDA) and Welthungerhilfe with coordinated funding from J2XU, Viva Con Agua and Amhara National Regional State Government.

JOB DESCRIPTION
1. General Information
2. Position Summary
The Project Advisor is responsible for the overall implementation of the project and the appropriate use of funds. He is responsible for the coordination, planning, implementation and management of the project activities in close cooperation with the implementing partner (ORDA).
3. Duties and Responsibilities
· Work closely with the implementing partner ORDA in planning, implementation and management of the overall activities of the project.
· Jointly with the project staff, prepare the overall operational plan of activities, expenditures per budget line and cash flow over the project period.
· Monitor field activities through regular visits of the project sites and provide advice / feedback & technical support on design and implementation of activities
· Support the process of conducting detailed assessment for project sites, draft system layouts and design water supply systems and sanitation facilities. Support bid document preparation, evaluation and analysis for the construction of water supply and sanitation systems.
· Supports the planning and safe execution of drilling operations and provide assistance to field based management team through compiling performance reports, cost tracking, readying tools, equipment and well construction inputs ahead of time for each stage of well implementation.
· Ensure adequate involvement of government line offices in the implementation and monitoring of the project
· Facilitate, coordinate / conduct performance improvement review meetings and workshops on quarterly, biannually and annual basis with stakeholders, technical committees, religious and community based organizations.
· Establish effective working relationship with key government partners, research institutes, universities and NGOs working in the same geographic area. Make the required effort to develop and maintain integrity with partners and with communities.
· Consistently provide day-to-day encouragement and feedback when necessary so that everyone involved in the project can work together effectively and execute activities in relation to importance.
· Support capacity building of project WASH staff, local government sector offices and communities in managing and sustaining WASH interventions.
· Develop a strategy in consultation with the project team on sustainable water scheme, hygiene and sanitation planning, implementation and post implementation monitoring.
· Provide technical backstopping to project staff in identifying and designing key indicators for each project components. Develop monitoring checklists and ensure that the checklists are on use whereby collection of field data and the subsequent proper documentation practiced.
· Ensure utilization of information collected at local level for informed decision making to improve the quality of project implementation
· Produce weekly/monthly/quarterly/project performance reports against plans and budget utilization of WASH activities highlighting any anticipated delays and proposing solutions in order to meet deadlines.
· Prepare progress and interim reports to donor and local governments based on their request.
· Represent WHH in local fora and share good practice models and experiences to and from the fora.
· Depending on the situation, the post holder will perform other tasks assigned by his supervisor.
3. Requirements:
Minimum Education :
· B.Sc. or M.Sc. degree in Hydraulics/Water Resource Engineering, Hydrogeology or related fields.
Experiences:
· Minimum of 7 years for B.Sc. and 5 years relevant work experience for M.Sc. out of which 3 years should be in management and/ or advisory post in WASH project implementation, preferably within INGO settings.
· Experience in various WASH construction designs mainly on boreholes.
· Good knowledge and application of CLTS and PHAST tools and techniques.
· Excellent computer skills including familiarity with Water CAD, Auto CAD and GIS.
Languages:
· Excellent command of spoken and written English and Amharic
4. Skills and Competences:
§ Competency and skill in strategic and operational planning, implementation and coherent report writing techniques;
§ Have good understanding and hands on experience on sustainable development core principles and values; Community Development, Institutional building, planning, monitoring and evaluation of community initiated and managed developmental activities.
§ Good engineering skill for quality water supply scheme and sanitation facility design and construction in rural settings.
§ Passionate, strong, dedicated and highly committed to work for the improvement of the livelihoods of the rural poor
